Mount Vernon Exposed has obtained exclusive footage of the
false arrest of Mount Vernon Exposed publisher Samuel L. Rivers that shows
poorly trained Mount Vernon police officers in action.
On Tuesday, November 11, 2014, Rivers was filming a traffic
stop on Sandford Blvd in Mount Vernon.Rivers told Mount Vernon Exposed that he began filming the stop because
he witnessed the car detained for an extended amount of time.Rivers also said that he filmed the incident
because of the recent shooting by disgraced P.O. Sgt. Marcucilli, a rogue
police officer that has cost Mount Vernon taxpayers close to $1M in lawsuit
settlements due to police misconduct and police brutality.
Rivers also revealed to Mount Vernon Exposed has been
investigating allegations of misconduct by Mount Vernon police officers for the
past 5 years and will be releasing video in the coming days that will show the Mount Vernon Police Department
has a pattern and practice of violating department policy .
While filming, P.O. Greene abruptly stops what he is doing
and arrests Mr. Rivers without warning and for no apparent reason only stating
he was arresting Mr. Rivers for "harassing a police officer”.Mr.
Rivers simply asked the police officers why they were not wearing their hats when
the Mount Vernon Police Departmental manual instructs them to do so while outside
of their vehicles.The manual
specifically states:

blue piping with black adjustable hatband. Worn with M.V.P.D. Police Officer

same as above except with open blue cane band for ventilation.
B. Optional Faux Fur Trooper Cap, with cap device mounted in the
front. Color black or navy blue, quilted insulated linings, fold down flaps.
Mount Vernon Exposed later learned that P.O. Greene is
probationary officer, which means he can be fired within 18 months for not
performing his job properly and without interference from the Mount Vernon
P.B.A.P.O. Greene should be relieved of
his job duties immediately because he already shown that he is a huge liability
to Mount Vernon taxpayers.
The video also shows that white police officers have trouble
communicating with the black community.Officers were seen on video telling the crowd recording the incident to
"Get the fuck out the street" and not answering questions from
concerned onlookers in a humane and respectable manner.
Rivers could be heard telling the probationary officer to
call a Sergeant or supervisor to the scene because Rivers knew he was being
arrested illegally.The officer ignored Rivers
repeated calls for a supervisor to come to the scene.Instead, the probationary officer takes
command of the scene while more experienced officers looked on and assisted the
probationary officer with making the illegal arrest.
In the video when the supervisor finally does arrive on the
scene, the probationary officer continues to do as he pleases and even goes so
far as to yank Mr. Rivers with excessive force in the back of the police car
while in handcuffs.Throughout this
entire ordeal, the probationary officer does not confer with his superior.
Nothing short of termination is the appropriate disciplinary
action for this police officer.
Convicted Sex Offender and Murder Suspect Kamau Kiarie
Kamau Kiarie, who was
charged last week with 2nd degree murder for gunning down his target
in broad daylight on Sheridan Avenue, was a convicted sex offender, a fact
verified by city hall officials and top brass at the Mount Vernon Police
Department. In fact, Kiare had a warrant out for his arrest at the time he was
arrested for 2nd degree murder because he failed to register his address,
which is required, by law for level 2 and level 3 sex offenders.
City officials neglected
to inform the public that Kiarie was illegally driving a taxi for Reliable Taxi
and later New Line Taxi.Kiarie did not
have a hack license, which is required by law in The City of Mount Vernon, if
one wishes to drive a taxi and receive compensation from customers.
The issue of Reliable and
New Line Taxi letting unlicensed and unauthorized drivers operate their taxi is
nothing new.The owners of these two
companies have let their greed get in the way of providing safe and clean
transportation to the public. On any
given day, half of the drivers for these fleets drive without the required hack
licenses.Is money being passed under
the table to city officials so that the Mount Vernon Police Department will
look the other way and not enforce city law? Kiare would have been denied a
hack license by City officials because of his criminal record.So why did the owners of these two companies
feel the need to let this sex-crazed lunatic get behind the wheel of their
taxi?Was Kiare covered under either company’s
insurance policy?
Can you imagine this
pervert picking up young girls from school or even transporting helpless woman
throughout the night?
The Mount Vernon Police
Department must step up enforcement of taxi drivers to ensure that all drivers
operating taxis in the City of Mount Vernon are properly licensed.Sources have also informed Mount Vernon
Exposed that several drivers from both companies are using the taxicabs as a
front while they conduct a door-to-door delivery service of narcotics.
Mayor Ernie must do a better
job governing the taxi business.While
there is a strong push for a medallion system in the City of Mount Vernon, the
entire image of the taxi industry in Mount Vernon must be reformed and brought
up to the standards of the neighboring communities in Mount Vernon.
Mount Vernon residents
should not expect much if any support from the Mount Vernon Police
Department.After all this is the same
police department that has over 50 unsolved homicides in recent years.

Information Law tried to get this manual through the City of Mount Vernon. We were told that this book is not available
to the public even though taxpayer funds are used in the printing and

managed to get our paws on the manual to show City officials and the public
that there are some good people in Mount Vernon government that will not stand
for the corruption that is blatantly taking place.
We then took up our grievance with Mayor Davis who bluntly
told Mount Vernon Exposed that his administration is trying to “protect” those
persons who are the subject of the F.O.I.L. requests and that his staff has
better things to do than obey the freedom of information law. Mount Vernon Exposed also informed Mayor
Davis that it was against the law not to turn over the requested documents and
he said “killing people is against the law too”.
The City of Mount Vernon continues to operate in darkness
and continues to cover up the criminal activity in the Mount Vernon Police

Department. Why are police officers that
have cost taxpayers millions of dollars in settlements due to police brutality
still employed and drinking from the public till? Why have City officials been

to the City Council who are not affiliated with Mount Vernon Democratic Party
and affiliated with those who have pilfered the City of Mount Vernon for
decades. Only with new, effective, and

“FUCK THAT NIGGER” are the words repeatedly used by Mount
Vernon Police Officer’s Garcia, Morrison, and Mario Stewart as they beat the
daylights out of a fellow officer’s confidential informant. The police officers were making reference to
Sgt. Anthony Mitchell, a highly respected and decorated officer in the Mount
Vernon Police Department. Sgt. Anthony
Mitchell is from the City of Mount Vernon.
The other rogue officers auditioning for a role for the KKK are not from
the City of Mount Vernon.
Last week we broke news of the FEDS investigating four
officers in Mount Vernon Police Department and their ties to local street gangs
in the City of Mount Vernon. Sources
have informed Mount Vernon Exposed that Federal authorities are also
investigating the Mount Vernon Police Department as a whole, for systematic
police brutality and criminal civil right violations.
These officers that call citizens of the Mount Vernon
community by racist and derogatory names are police officers’ Garcia, Morrison,
and Mario Stuart. Garcia and Morrison
are white and Mario Stuart black. Some
in the Mount Vernon Police Department often refer to Officer Mario Stuart as
the “House Negro”. House Negro is a term
used during the civil rights era to refer to those blacks who sold out their
fellow slaves to their master for a place to work and sleep inside the house
while his fellow slaves worked and slept in the field. The house Negro ate better food, had better
clothes, and had an overall better living environment than their fellow slaves.
During an in depth interview with the “confidential
informant”, it was revealed that these three rogue officers routinely beat the
informant to the point the informant had to be admitted to the Mount Vernon
Hospital Emergency room for his injuries on two separate occasion. The three rogue officers even tried to get
the informant admitted to the hospital as an EDP or emotionally disturbed
person because they were trying to cover up their criminal civil rights
violations and police brutality.
During the “lynching” of the informant it was revealed to
Mount Vernon Exposed that when the informant told the officers during an
interaction that he was an informant of a Mount Vernon Police Officer it is alleged that
Officer Mario Stewart said “Fuck him, he can’t help you know. Right now you are our C.I.” While beating beat almost to the point of
unconsciousness, the informant said that he knew Sgt. Mitchell; the officers
responded “Fuck that nigger, say his name again”. The informant was being beat
in the back of a cop car. The informant
said he mentioned “Mitchell’s name again and had his sweatshirt pulled over his
head as the officer’s elbowed and punched him in the back of his head about six
or seven times.
The informant who is black tried to reach out to Officer
Stewart who is also black because he was sitting in the front passenger seat of
the police cruiser while the informant was being beat. The informant then said he cried out to
Stewart saying “You gonna let them do this to me”, Stewart responded “I don’t
see nothing”. The informant told Mount
Vernon Exposed that he still fears for his life and safety while these rogue
officers are still roaming the streets.
One beating wasn’t enough for these rogue and cowardly
officers who hide behind a badge while criminally violating the civil rights of
the citizens of Mount Vernon on a daily basis.
The informant told Mount Vernon
Exposed that he was beat on several occasions and sent to the emergency
room. During every encounter with these
officers, the informant was called “A Nigger”.
These brazen officers even beat the informant during the Arts of Third
festival.
One must question the behavior of these officers and examine
and analyze the “culture” in the Mount Vernon Police Department. Do the superiors of these officers condone
the behavior of these officers’? Were these officer’s ever investigated for
their criminal civil rights violations? Was their file whitewashed to make it
seem as if these events never did occur?
The informant said these officers were determined to get him
because of his friendship with a person constantly arrested for by these
officers. These officers are also known
to plant drugs and firearms of suspects they want “off the street”. The
informant told Mount Vernon Exposed that he was yanked out of his apartment one
night, beaten and taken to Mount Vernon Police Headquarters after the officers
told him that there was a warrant out for his arrest. While in police custody at headquarters, two
of the officers, without a search warrant, returned to the informant’s
apartment and conducted an illegal search.
It turned out that the warrant story was false and the
informant was cut loose after Officer Patterson got wind of his informant being
tortured. The officers then returned to
the room and told the informant that was being cut loose and no charges were
going to be filed and they also told him to “forget what happened”.
Police brutality is a systematic problem in the
M.V.P.D. About 10 malcontent officers
are responsible for the ever spreading criminal element in the M.V.P.D. The top brass and City officials have allowed
this racist and abusive behavior to continue for decades and view these
officers as vigilantes and the “true crime fighters” of the M.V.P.D. One can now see that the culture of police
corruption is here stay in the City of Mount Vernon.

In 1865, The United States Congress officially adopted the 13th amendment to the Constitution of the United States of America. The 13th amendment officially abolished and prohibited slavery and indentured servitude, except as punishment for a crime. But for the top brass in the Mount Vernon Police and Auxiliary Police Departments, the 13th amendment doesn’t exist and to them black people are still inferior, and should still be riding the back of the bus. It appears that Klu Klux Klansmen are disguising themselves as Mount Vernon Police Officers.
Embattled Mayor Clinton Young
On March 30, 2011, Mayor Young held his final State of the City Address in the City Council Chambers. Mount Vernon Exposed™® was present at the event. Mount Vernon Exposed™® arrived at City Hall at approximately 6:30 P.M. and entered City Council Chambers. The chambers were practically empty at that time. All of the seats were practically empty. Samuel L. Rivers, Chairman of the Black Political Caucus of Westchester was sitting in the front row of seats, quietly minding his business. The first row of seats had papers taped to the seats with the words “RESERVED”.
Mr. Rivers was sitting there for approximately ten minutes before Will DuBose, Director of the Veteran’s Service agency asked Mr. Rivers to move. Mr. DuBose said that the seats were reserved for the Veterans. Mr. Rivers politely told Mr. DuBose that the seats were paid for by the taxpayers and are reserved for no one in particular. Mr. Rivers then told Mr. DuBose that there was plenty of space for the veterans to sit in the row and he was more than welcome to sit down. Mr. DuBose refused Mr. Rivers’ gesture to be seated and then walked away.
Racist Captain Lichtman
About five minutes later, a second man approached Mr. Rivers’ about sitting in the first row. The second man was not so nice. The second man was more hostile, aggressive, and had no respect whatsoever. “You can’t sit here” the man stated. The identity of the second man was now known to be Captain Lichtman of the Mount Vernon Auxiliary Police. Mr. Rivers then asked Capt. Lichtman why he couldn’t sit there. Capt Lichtman then stated that the seats were reserved for the Mount Vernon Auxiliary Police. Mr. Rivers’ appeared puzzled when answering Capt. Lichtman. “Where does it say anywhere that these seats are reserved for the Auxiliary police sir”? Rivers said. “Secondly, all rooms in City Hall are controlled by the City Council and I do not recall any ordinances being passed designating this seat for your exclusive use. If you can find such an ordinance, I would be more than happy to move.” Rivers said.
Capt. Lichtman became more belligerent and hostile. It appeared that there were obvious problems with Capt. Lichtman by the way he spoke with Mr. Rivers’. It became evident that Capt. Lichtman was a racist redneck that apparantly grew up in the back hills of Mississippi. “You’re going to get up, one way or the other, you can go the easy way or the hard way,” Capt Lichtman said.
“The auxiliary police are being recognized tonight” said Capt Lichtman. “I am being recognized too tonight” said Rivers. “Who is recognizing you” said Capt Lichtman” “The same person that is recognizing you” said Rivers’. Capt Lichtman then said “Well my officers need to have this row to sit down” said Capt Lichtman. After about five minutes or so about five more Auxiliary officers sat down in the same row as Mr. Rivers. All of the auxiliary officers were black. None of the auxiliary officers said anything to Mr. Rivers. Capt. Lichtman still continued to harass Mr. Rivers.
Racist Bigot Trio
There was more than enough space for Capt. Lichtman to be seated but he refused. It wasn’t that Capt. Lichtman didn’t want to be seated; Capt. Lichtman didn’t want to sit down next to a black person that he didn’t have any control over. Mr. Rivers’ was now a threat to Capt. Lichtman because he was speaking in a moderate tone and was questioning Capt Lichtman about his motives. Capt. Lichtman’s true Klansman personality was now being displayed.
Capt. Lichtman then turned extremely red in the face and walked away to go consult with the Grand Imperial Wizard, Grand Magi, and the Grand Titan of the Dominion, which would Deputy Chief Roland, Deputy Chief Dumser, and Lt. Michael Zurilli respectively. This high ranking trio of bigots was recently exposed for running an elite corruption ring out of the Mount Vernon Police Department. Inspector General Harry Stokes also found through an independent investigation that a Deputy Chief abused his power to violate the law to help a private businessman do a query on a batch of license plates.
After the Klansmen were finished being debriefed by Capt. Lichtman, they then sent in a house Negro to approach Mr. Rivers. The house Negro was even more aggressive than Capt. Lichtman
It became quite obvious that the trio of bigots were angry about Rivers’ exposing corruption about their elite unit operating in the Mount Vernon Police Department. This was the perfect time for them to get revenge on Rivers’. The expression on the trio’s face gave the impression that they had thoughts going through their head of “We are going to have ourselves a lynching in Mount Vernon tonight”. Within minutes, about a dozen officers converged on City Hall on reports of a disturbance. It was clear that the Klansman were calling in re-enforcements.
House Negro Detective Anthony Burnett
While the house Negro was speaking to Mr. Rivers, another house Negro came on the scene. The second house Negro was even more aggressive than the first. House Negro #2 had a bigger ego than the first and didn’t care that he was being tape recorded. It was obvious that house Negro #2 was more superior to house Negro #1. House Negro #2 told Mr. Rivers “You will be removed from the seat, one way or another”. House Negro #2 is known as Detective Anthony Burnett, the personal driver for Mayor Clinton Young.
House Negro # 2 rose to fame during the years of the Ernie Davis administration. House Negro #2’s incompetence led to the escape of prisioner while in his custody. As a result of his incompetence, he was demoted. Sources say that the escape was a carefully plotted and conspired escape and allegedly House Negro#2 was offered a bribe for his assistance in the escape. The prisoner escaped while he was un cuffed by House Negro#2.
After a few minutes or so, Police Commissioner Carl Bell entered the room and observed what was going on. Commissioner Bell asked Mr. Rivers to speak with him privately. Mr. Rivers’ agreed. After a few minutes, Capt Lichtman came in hallway with Mr. Rivers’ bag in his hand. Capt. Lichtman then dropped the bag on the floor at Mr. Rivers’ feet similar to the days of slavery when food was dropped at the feet of the slaves. Capt. Lichtman then walked away without saying anything. Capt. Lichtman then went back to retreat with his fellow Klansman.
After about 5 minutes or so, Mr. Rivers walked away from Commissioner Bell satisfied with the way Commissioner Bell handled the situation. “Mr. Bell spoke to me with respect and I spoke to him with respect” said Rivers. “He didn’t come to me with this Rosa Parks get to the back of the bus mentality, courtesy is contagious” Rivers added.
The Klansman and the house Negroes looked disappointed after Mr. Rivers finished speaking with Commissioner Bell. Their plot to arrest and lynch Mr. Rivers’ was now foiled.
Upon entering the City Council chambers it was noticed that the Auxiliary police were stilled seated in the first row. Rivers’ then took a photograph of the officers sitting in the first row. Capt. Lichtman then got up from his and charged at Mr. Rivers’ with his arm extended, assaulting Mr. Rivers. “You can’t take my picture, you don’t have my permission” said Capt. Lichtman “You gave me your permission to take your picture the moment you walked through the door” said Rivers. “You are going to be removed, you need to be removed” Capt. Lichtman said. The black auxiliary officers immediately got up from the first row wanting to having nothing to do with Capt. Lichtman's racist tirade.
Capt. Lichtman then went to consult with the Imperial Grand Wizard about Mr. Rivers’ picture taking. The Imperial Grand Wizard then told Capt. Lichtman than no crime was being committed. Capt. Lichtman then went to a corner where he remained for the rest of the evening hiding behind Will DuBose. Mr. Rivers then was trying to take a picture of Capt. Lichtman’s badge. Capt. Lichtman kept dodging and ducking the camera. Capt. Lichtman then placed a black band over his name tag so that he would not be identified. One must wonder if the practice of covering up the name plates is standard operating procedure of the Mount Vernon Police Department.
Grand Titan of the Dominion a/k/a Lt. Michael Zurilli remained quiet and close to the Imperial Grand Wizard the entire night. Grand Titan of the Dominion ordered the arrest of Samuel L. Rivers at the DPW yard on April 21, 2011. Sources have told Mount Vernon Exposed™® that Grand Titan of the Dominion Zurilli is experiencing quite a bit of personal problems in life, and therefore that may be the cause of his irrational thinking. It was reported that Grand Titan of the Dominion Zurilli's wife recently divorced him because of his personal problems.
Sources have told Mount Vernon Exposed™® that Grand Titan of the Dominion Zurilli is a compulsive gambler and allegedly gambled all of the money away during his marriage. It was also reported that Grand Titan of the Dominion Zurilli was allegedly involved in an affair with another man and that was the breaking point in his marriage. Whatever the case may be, Grand Titan of the Dominion Zurilli should seek professional counseling before his irrational thinking puts another innocent man behind bars.

K-9 OFFICER'S VEHICLE ILLEGALLY PARKED IN FIRE LANE
OFFICER ERIN HOLLY'S VEHICLE ILLEGALLY PARKED IN FIRE LANE AND OBSTRUCTING TRAFFIC
Illegally parking in a fire lane or parking in a handicap parking space without the proper permit can get your car towed and/or can result in a hefty fine. But, for some of Mount Vernon’s finest, these same violations that they write dozens of tickets for do not seem to apply to them.
On Thursday, May 20th, 2010, Mount Vernon Exposed™® received a tip that 3 Mount Vernon Police Officers were casually socializing and enjoying a hearty meal at McDonald’s and at the same time, their vehicles were illegally parked in McDonald’s parking causing mass confusion. When Mount Vernon Exposed™® arrived on the scene, the sight was beyond comprehension.
Two Mount Vernon police vehicles were parked in the fire lane, obstructing traffic and another police cruiser was illegally parked in a handicap parking space. Mount Vernon Exposed™® videotaped the illegally parked police cruisers and then went inside to get an explanation from the Mount Vernon police officer’s that were on the scene.
Mount Vernon Exposed™® then noticed three Mount Vernon Police officer’s enjoying a hearty meal and having a casual conversation upon approaching their table. Mount Vernon Exposed™® Publisher Samuel L. Rivers then said to the officers, “Do you know that you are illegally parked outside?” Police Officer Muendel then said that the officers had a hot call. Officer Muendel then stated that he was on his dinner break and that he was finished and now was up and going. However, Officer Muendel never stated if this “hot call” he was on was at McDonald’s or at another location.
Officer Muendel was joined by two other Mount Vernon Police Officer’s, Officer Erin Holly and a K-9 officer. Officer Holly was munching on what appeared to be a McChicken sandwich and the K-9 officer appeared to just have received his order because he was still unpacking it from the bag when Mount Vernon Exposed™® arrived on the scene.
Officer Muendel was very polite and realized that he had quite possibly parked his car incorrectly in the parking lot. He then went to go park it correctly. Officer Holly could care less if she was breaking the law. Mount Vernon Exposed™® publisher Samuel L. Rivers then informed the officer’s that if a private citizen parked illegally and exhibited the same disregard for the law as displayed by these officers, the private citizen would be ticketed without hesitation.
Officer Holly disagreed. She stated it was a private lot and therefore a ticket could not be issued. She also stated that she was getting calls left and right. In Officer Holly’s language, that meant she was entitled to park however and wherever she chose, and she was entitled to her McChicken sandwich even if that wasn’t her regularly scheduled dinner break. The K-9 officer remained silent the entire time and did not speak to Mount Vernon Exposed™®.
Officer Holly became arrogant and belligerent when she was questioned about her high handed behavior. She responded “Can I enjoy my meal?” She did not care that cars, yes taxpayers that pay her salary, were being inconvenienced and traffic was backing up onto Fulton Avenue. The savory juices from the McChicken sandwich were satisfying to her mouth and she refused to be disturbed.
Samuel L. Rivers then left and telephoned the Mount Vernon Police Department and spoke with Sgt. Godshall and informed him of the illegally parked vehicles at McDonald’s. Sgt. Godshall then said he would look into the matter.
If these three officers were indeed scheduled to have dinner at the same time and at the same place, then the Mount Vernon Police department manual needs to be looked at. Not only is this poor planning, this is a major safety issue. In Seattle a few months ago, a gunman killed four police officers that were having the morning coffee. All four officers were sitting together when the gunman opened fire.
Mount Vernon Exposed™® Publisher Samuel L. Rivers then recognized Officer Holly from another run-in he had with her just a few weeks prior, where she demonstrated the exact same arrogance and unprofessionalism that she displayed in McDonald’s.
Corrupt DPW Commissioner Terrence Horton called the police to the DPW Yard on numerous occasions on Mount Vernon Exposed™® Publisher Samuel L. Rivers. One of the officers that responded was Officer Holly. Officer Holly was asked by Samuel L. Rivers if she had a copy of the City Charter and/or City ordinances in her vehicles to resolve the dispute if Terrence Horton had the legal authority to remove Samuel L. Rivers from the premises. Officer Holly responded, “Do not ask me what I have in my car?”
It was then evident that Officer Holly did not receive adequate training in the police academy, was unhappy with her job or a combination of the two.
Officer Holly has a reputation for being arrogant and unprofessional. A few weeks prior to the DPW incident, Officer Holly was involved in an incident with Gary Fuller, Chairman of the City of Mount Vernon Board of Ethics. Officer Holly was dispatched to a scene that involved a city taxi that was attempting to overcharge Mr. Fuller. The Mount Vernon Police Department has jurisdiction over the Mount Vernon Police Department.
Officer Holly and her partner (Shield #2106) told Mr. Fuller that they would sic their dog on Mr. Fuller if he did not leave the taxi. Mr. Fuller had refused to leave the taxi because the taxi driver was attempting to charge him more than the legal fare. Officer Holly also refused repeated requests to call a supervisor to the scene.
Officer Holly, without regard for taxpayers, then decided to waste valuable resources and called an ambulance to the scene. Officer Holly and her partner had declared that Mr. Fuller was an “emotionally disturbed person.” Officer Holly and her arrogance and blatant disregard for the law and the taxpayers of Mount Vernon will not be tolerated. It is unfathomable to think that Mount Vernon taxpayers must pay these arrogant and abusive officers such as Officer Holly, and at the same time be subjected to their high handed behavior and harassment. However, we must not blame Officer Holly for her reckless actions and unprofessionalism. Officer Holly has only been on the force for a few years. We must hold those accountable that trained her and taught her how to behave and act this way.
