We would like to welcome our readers back to our fifth issue in our series about Alan, our most successful and most read series to date.  Over the past few days Mount Vernon Exposed has been inundated with calls about the corruption in the courts and in the Westchester County District Attorney’s office.  Our readers have expressed concerns that they no longer have faith and trust in a judicial system that is racist, unjust, and corrupt. 

This past week we have brought you exclusive breaking news that you will see only on Mount Vernon Exposed.  We have exposed the conflicts of interests that lie within Westchester County and the 9^th judicial led by Alan. We have also exposed the fixing of Grand Jury proceedings to give Westchester County District Attorney Janet DiFiore the outcome she is seeking in cases of her gang of rogue police officers gunning down unarmed black men.  It was revealed by court personnel that Janet DiFiore, Susan Newman-Loehr, and Alan Scheinkman met at an undisclosed location to discuss pooling jurors from wealthy white affluent areas for the Chamberlain Grand Jury proceedings.

Mr. Chamberlain was gunned down by racist White Plains police officers in his own home.  It was discovered that one of the police officers said “OPEN THE DOOR NIGGER WE HAVE TO TALK”.   Many throughout the community were outraged but not surprised that Janet’s office was not able to get an indictment.  As the saying goes ” You can indict a ham sandwich”.  This saying means that based on the evidence that is presented to the Grand Jury you can get the outcome that you are seeking.  It is clear that Janet withheld evidence that would have resulted in an indictment.  A combination of the panel of racist white Grand Jurors from affluent areas in Westchester County and the withholding of key evidence resulted in the police officers not getting indicted.  Janet, Alan, and Susan Newman-Loehr gave the green light to White Plains Police Commissioner David Chong to “SHOOT DOWN MORE NIGGERS”.  

In order to understand the corruption that is permeating the 9^th Judicial District, one must try to understand the mindset and look into the extracurricular activities of the elected officials committing the crimes.  

Elected officials and those in power tend to play by two different set of rules.  They begin to think that they are the law and that they are above the law.  For example, employees in the private sector must take drug tests before they are hired and some companies even do random drug testing to ensure compliance with the drug free workplace policy.  However elected officials and those that drink from the public till do not have to submit to drug testing.  They are free to engage in a lifestyle of Sex, Drugs, and Rock and Roll. 

Mount Vernon Exposed polled 100 people about the thoughts that a Judge could be addicted to narcotics.  All 100 people polled said no and that they wouldn’t believe a Judge would engage in that type of activity.  We then asked the same 100 people if they ever heard of Richard Baumgartner, they all said no.

RICHARD BAUMGARTNER

Richard Baumgartner was addicted to painkillers that were prescribed to him for treatment of his chronic alcohol abuse.  When doctors no longer would write prescriptions for his habit, Richard Baumgartner turned to the people he put in jail to supply him the drugs.  Richard Baumgartner frequently had sex in his chambers with his supplier while court was in session on recess break.  

As a result of Richard Baumgartner’s conviction many of his cases have been set for new trials and some of the people he put in jail are now free.

Mount Vernon Exposed previously reported that Alan is not mentally fit to be a judge.  According to sources, Alan had a mental breakdown while he was the Westchester County Attorney.  It was also reported to Mount Vernon Exposed by an anonymous source that Alan was prescribed medication for his mental illness.  It is now alleged that Alan is addicted to these painkillers and obtains them in the same fraudulent manner as Richard Baumgartner.  

Every year, Alan and his wife Faith Miller host a lavish party at their home at 10 Puritan Road in Rye that is attended by several elected officials, and many of Alan’s co-workers who are also sitting Judges.  According to a source, Mount Vernon Exposed was told that this is nothing more than a sex filled boozing and drug orgy.  Alan also put his hand up his wife Faith Millers crotch in public in the presence of sitting Supreme Court judges.

After Alan’s mental breakdown, it is alleged that he became addicted to illegal narcotics, specifically cocaine.  According to the source, Alan, Faith Miller, sitting Supreme Court and County Court Judges, and others allegedly regularly sniff cocaine as a recreational sport.  It has even been reported that Alan uses drugs in chambers inbetween his calendar call. 

Prior to their marriage, sources confirmed to Mount Vernon Exposed that Alan and Faith Miller would engage in sexual activity in his chambers. Faith Miller would then go appear in front of other Judges in the same building. 

Alan’s behavior is not that of a sane, drug free person.  A sane person would not put their hand up their spouse’s crotch in public in front of other sitting judges.  

Currently in New York State, elected and appointed officials, including judges, do not have to submit to drug tests nor is being drug free a requirement for holding public office.  Public officials that handle billions and billions of taxpayer funds can be high as a kite while they are making laws or passing budgets that affect the lives of millions of New Yorkers.

GORDON BURROWS

Alan seems to embrace the criminal element; after all he is a criminal himself.  Just last month at the State of the County address, Alan was seen embracing and sitting next to Gordon Burrows, the disgraced Westchester County Legislator that was arrested with Timothy Cacace, brother of Westchester County Court Judge Susan Cacace, for snorting cocaine in an upstate Mobil gas station parking lot.  

It was alleged that Alan was able to get Burrows a deal by reaching out to the judge handling the case.  As a result of Alan’s interference, Burrows was able to avoid jail time by pleading guilty to a single count of disorderly conduct.  

Sources have told Mount Vernon Exposed that Alan had a lot to lose if Gordon went to jail.  It has been told to Mount Vernon Exposed that Alan and Burrows and other sitting judges, who we will reveal at a later date, all use the same cocaine supplier.  We must now ask the question; is Alan high on drugs when he renders decisions in the 9^th Judicial District?

Mount Vernon Exposed has learned that a civil rights group is preparing to go to Federal Court to compel Alan to submit to a mental fitness test and also to a drug test.

Mayor Davis’ has finally realized that his campaign is over before it even began.  Mayor Davis’, through the libelous and propaganda filled “Roadrunner Express” rant continues to spread false rumors throughout Mount Vernon.  Meet Mount Vernon’s own Marion Barry.

In an e-edition of the Roadrunner Express received today, author unknown, Mayor Davis and his circus cast of characters, stated that The Mount Vernon Exposed is being paid by a Mayoral candidate to sling mud.  First and foremost, Mount Vernon Exposed is not for sale and we are not being paid by anyone.  We feel that we owe it to the voters to reveal the criminality of former Mayor Ernest Davis.  Financial Disclosure records of all Mayoral candidates will reveal this fact.  Such slanderous and libelous statements will be challenged.

The Roadrunner Express did not deny any of the allegations brought forth by Mount Vernon Exposed, so we will believe them to be true.  “Mount Vernon must not allow invasive investigations into an opponent's personal life and rattling of bones of the skeletons in an opponent's closet to sway votes” We took this quote directly from Roadrunner Express.   It is evident that Mayor Davis is still high on whatever leisure drug he likes to fool around with in his spare time.  Shame on you Mr. Davis, for hiding behind an anonymous rag while crying like a little baby.  Your greed, cronyism, and nepotism, have turned Mount Vernon into what it is today.  You are not the self-proclaimed “Savior” of Mount Vernon.

Every stone will be unturned as we reveal who you really are.   So Mayor Davis? Where is the money that you looted? We will be watching you closely Mr. Davis. The public deserves transparency and that is what we will give them.  Pay your taxes or keep your mouth shut.  Period.

Election time is upon us and some creepy characters from the past are starting to rear their ugly heads.  One such character is former Mayor Ernest D. Davis who has surprised many by trying to get another bite at the apple. 

Mount Vernon voters must not forget that is was Davis’ former administration that saw three people indicted and convicted for corruption.  It was Davis that hired corrupt Tax Assessor Anthony DeBellis.  It was Davis that hired corrupt former Commissioner of Buildings Ralph Tedesco.  It was Davis that appointed racist and corrupt Judge Adam Seiden to not one but two terms in City Court.  It was Davis that hired Naomi Halevi that was just recently indicted for embezzling public monies.

On August 7, 2011 we will begin the series “ Thank you Mr. Davis, but please sit your ass down” that will thoroughly detail corruption throughout Davis’ administration including, alleged drug abuse, alleged adultery, and alleged shakedowns and extortion by former Mayor Ernest D. MAYOR YOUNG INSTRUCTS CITY OFFICIALS NOT TO RELEASE CRIME DATA TO THE PUBLIC; CRIME IS WAY UP IN MOUNT VERNON

With election year in full swing, Mayor Young is doing everything he can to persuade City of Mount Vernon residents that he has been working hard the past three years trying to move the City of Mount Vernon forward.  Judge Adam Seiden said it best, "Mayor Young is lazy".  Mayor Young is also trying to give the perception that Mount Vernon is safe. 

According to a source working at City Hall, Mayor Young has given instructions to the Mount Vernon Police Department to not release information of crime and daily arrests to the public, specifically The Journal News.  Mayor Young doesn’t want the public to know that crime is running rampant in Mount Vernon especially on the North Side.  Mayor Young doesn’t want those voters on the North Side to know that homes are being burglarized in the middle of the night while folks are sleeping nor does he want residents to know on the south side that chances are when you go fill up your tank at the neighborhood gas station, chances are you could be caught in the middle of an armed robbery.  

These crimes against humanity and dozens more have gone unreported to the media.  Mayor Young’s suppression of crime statistics is purely political.  Mayor Young simply does not want the public to know that crime is up in Mount Vernon.  In contrast, Mayor Young will deliver his State of the City Address next month and will state that crime is down.  Freedoms of Information requests virtually go unanswered.  The brave men and woman of the Mount Vernon Police Department fight crime day in and day out, without out receiving proper support from Mayor Young.  

In this day and age, it is impossible to keep information that happens in public, private.  The internet, tape recorder, and video recorder are a crooked politician’s most feared weapon.  Julian Assange, founder of WiKileaks, proved this theory.  Assange has inspired millions of people to take back their governments from corrupt and self serving politicians.  It is believed that information released by Assange contributed to the recent overthrowing of the government in Egypt.

CORRUPT FAMILY COURT JUDGE KATHIE DAVIDSON TO BE HONORED AT BLACK HISTORY MONTH EVENT; MOTHER OF MURDER SUSPECT HAS DIRECT TIES WITH JUDGE DAVIDSON

Mount Vernon Exposed™® has learned that a complaint has been filed with the commission on judicial conduct against Westchester County Supervising Judge Kathie Davidson for conduct on and off the bench that led to the death of a 2 year old New Rochelle infant.  

It appears from recent news reports that Westchester County Family Court Judge Kathie Davidson has followed in the footsteps of her colleague, Judge Horowitz.  Judge Horowitz rose to fame when she was sanctioned in 2005 when she tried to get her friends favorable outcomes on cases that were presently before other Judges in Westchester County Family Court.  

Now, also like her counterpart Judge Horowitz, who was promoted to Acting Supreme Court after her act of corruption, Judge Kathie Davidson is be honored on February 16 at Westchester Community College, Academic Arts Building Theater in Valhalla, NY. The program is free and will run from 6-9 p.m.

The following awards will be presented:

• “The Betty Shabazz Award” - Honorable Kathie Davidson, a supervising Family Court Judge.
• The Madame C. J. Walker Award” - Wiley Harrison, a Certified Public Accountant and Businessman.
• “The Whitney Young Award” - Pennye Nash, a Health and Human Service Professional

Mount Vernon Exposed™® has received many calls in recent weeks regarding unethical conduct on the part of Judge Kathie Davidson.  Judge Davidson is the long time girlfriend of embattled City of Mount Vernon Mayor Clinton Young and is frequently seen attending events in and around the City of Mount Vernon in support of her beau.  

Many people question the intellect and reason Judge Davidson was promoted so quickly to Supervising Judge for Family Court 9^th Judicial District.  Recent news articles describe Judge Davidson as being political savvy.  Mount Vernon Exposed™® has also received credible information including an email from someone claiming to be a neighbor of Judge Davidson suggesting that she slept her way to the top.  

In the email, the neighbor wrote that Judge Davidson slept with Westchester County Chairman Reginald LaFayette to get the nomination for Westchester County Family Court.  Mount Vernon Exposed™® has since spoken with Chairman LaFayette and he said those allegations were not true.

But since Mount Vernon Exposed™® ran an earlier article about Judge Davidson more information about her past has come to light.  Sources told Mount Vernon Exposed the Judge Davidson was also allegedly involved in an affair with then Supervising Judge on the 9^th Judicial District Francis Nicolai.  Judge Nicolai appears to be quite the playboy as it has also been confirmed that he and Westchester County District Attorney Janet DiFiore travelled to Italy together quite possibly courtesy of Westchester County taxpayers.  Judge Davidson and Janet DiFiore are very close friends.  

Judge Davidson as told by court staff and court officers does not appear to be a very competent Judge and comes from the same political camp as two other Judges whose inept thinking has led to the deaths of other children.

Judge Horowitz was the Judge behind the murder of the 9 year old girl murdered in Mount Vernon by her father.  Judge Horowitz issued an order of protection that didn’t immediately vacate her ex-husband even the wife complained on several occasions about death threats she received from her ex-husband.

Information has also surfaced that the mother of Richard Leak, the individual charged in the killing of his 2 year old son is politically connected to the Democrats in New Rochelle.  Please check out the following blog from New Rochelle.

Corrupt Westchester Family Court Judge Faces Scrutiny

Earning $135,000 a year for some people means good living and enjoying the finer things in life.  Apparently for DPW Supervisor Rudy Persaud that isn’t enough.  Once again Rudy Persaud has shown that corruption is “alive and well” in the administration of Mayor Clinton Young.  Rudy Persaud is currently serving a 30 day suspension without pay for his latest act of official misconduct.  

Mount Vernon City officials are well aware of Persaud’s corruption and are taking steps to do damage control, especially since this year is a Mayoral election year.  The damage done by Persaud and others may prove too much to rehabilitate Mayor Young’s failing re-election bid.  

According to sources, Rudy Persaud is facing potential criminal charges due to the fact he used city equipment and resources paid for by Mount Vernon taxpayers to repair a private homeowner’s sidewalk at 245 Summit Avenue.  Alice Seibert, the owner of the property, paid Rudy Persaud money to repair the sidewalk after Rudy Persaud suggested to Ms. Seibert that he could get the job done at a cheap price.  The homeowner then entered into an agreement to repair the sidewalk at 245 Summit Avenue.  

However, before Rudy Persaud entered into a contract to repair the sidewalk, a neighbor to Ms. Seibert, Rose Petrucci, who lives at 255 Summit fell and seriously injured herself on the sidewalk at 245 Summit Avenue.  The injury to Ms. Petrucci prompted Rudy Persaud to go to 245 Summit to inspect the property to see if the City of Mount Vernon was liable for the injury and also for the repair of the sidewalk.  Typically, the City of Mount Vernon repairs sidewalks that are damaged due to uprooting trees.  Sources have told Mount Vernon exposed that there was tree root damage at 245 Summit Avenue, however Mr. Persaud told the homeowner that the damage to the sidewalk at 245 Summit Avenue was caused by “environmental causes” and therefore the City of Mount Vernon was not responsible for the repair.  

Mr. Persaud then proceeded to repair Ms. Seibert’s sidewalk.  Mr. Persaud then got paid for the work he and/or his son who is also a public work employee did.  In between all of these events the neighbor at 255 Summit Avenue commenced legal action against the City of Mount Vernon.  The legal matter is still ongoing.  During a deposition hearing where Rudy Persaud was deposed and was under oath, Rudy fabricated tales surrounding the events that led to the repairing of the sidewalk at 245 Summit Avenue.  Rudy denied that he fixed the sidewalks when accusations surfaced.  Rudy was in denial until checks were produced by Ms. Seibert showing that he was indeed paid for his services.  Corporation Counsel Loretta Hottinger quickly tried to push this under the rug.  

Rudy was then given a disciplinary hearing about his egregious, blatant acts of corruption.  Rudy was then given a 30 day suspension without pay.  Loretta Hottinger then forwarded this information over to the Westchester County District Attorney’s office for criminal prosecution.  Mount Vernon Exposed™® will continue to follow this ongoing corruption scandal in Mayor Young’s administration.

On Tuesday, September 7^th, 2010, Mount Vernon Exposed™® publisher Samuel L. Rivers uncovered more corruption at the Westchester County Board of Elections.  At approximately 3:30 P.M.  Embattled NYS Assemblyman Gary Pretlow’s car was discovered illegally parked in the Westchester County Board of Elections parking lot.  Assemblyman Pretlow was illegally parked in the fire lane at the Westchester County Board of Elections. 

This is the second time in two months that the embattled legislator was caught sneaking into Westchester County Board of Election Commissioner Reginald Lafayette’s office.  Assemblyman Pretlow continues to show complete disregard for New York State taxpayers.   Assemblyman Pretlow was featured in the Journal News just two weeks ago for billing taxpayers over $180K for travel expenses while many New York are facing unemployment.

 Sources close to LaFayette have told Mount Vernon Exposed™® that Assemblyman Pretlow and Commissioner LaFayette were conspiring to rig the upcoming Democratic Primary on September 14^th, 2010. 

The source told Mount Vernon Exposed of a few of the schemes Assemblyman Pretlow and Commissioner LaFayette are currently working on:

• ·         One possible scheme is a favorite of party bosses.  It is the absentee ballot scheme.  Party Bosses will get college kids and friends of political insiders to complete and mail in an absentee ballot.  Then the same persons that mail in an absentee ballot will then show at the polls on Election Day and will cast a ballot, for a total of two ballots cast.  The second vote goes unchallenged 99% of the time because candidates that do not receive the backing of the party usually do not have the resources to challenge this illegal activity in a court of law.  ·          
• The second method we were told to watch out for is that election inspectors hired by Commissioner LaFayette will be manually filling out the ballot for voters.  Mount Vernon Exposed™® has taken the position that it is a conflict of interest for Commissioner LaFayette to serve as commissioner of the Board of Elections, serve as Chairman of the Westchester Democratic Committee, and be a candidate for elective office at the same time.

WESTCHESTER DEM LEADER CONTINUES TO ENDORSE FAILURES FOR PUBLIC OFFICE; NYS ASSEMBLY J. GARY PRETLOW THREATENS OPPONENT

On Sunday, July 3^rd, 2010, Mount Vernon Exposed™® crossed paths with Westchester County Democratic Chairman Reginald LaFayette, the first encounter since Mount Vernon Exposed™® published an article about alleged drug abuse by LaFayette, Sha-Kee Williams, and Westchester County Family Court Judge Nilda Morales Horowitz.

Last month, an anonymous e-mail was sent to Mount Vernon Exposed™® from a person claiming to be a New Rochelle Democratic district leader.  The email stated that the district leader overheard New Rochelle Dem Chair Arnold Klugman discuss Mr. Lafayette’s abuse of illegal narcotics, specifically cocaine.  The district leader also overheard Klugman state that Lafayette’s girlfriend Sha-Kee Williams also abused cocaine.

Mr. Lafayette was very angry and belligerent, behavior that is not normal for a person that is a public servant, when approached by Mount Vernon Exposed publisher Samuel L. Rivers.  “I am not shaking the hand of someone that said I use cocaine” said LaFayette.  Mr. Rivers simply told LaFayette that he was not the author of the email or the allegations and simply is reporting on matters on public concern.  New York State Assemblyman J. Gary Pretlow was also in attendance during the encounter with Mr. LaFayette.  Mr. Pretlow also became belligerent when Mr. Rivers was speaking to Mr. LaFayette.  “What if someone writes a story and said that you are a child molester?” asked LaFayette.  Mr. Rivers told LaFayette, “this is a free country and you are free to write and say what you want but make sure it is true and if you say or write something that is not true, then you will be sued without hesitation. 

Mr.  Pretlow then chimed in and said to Mr.  Rivers “you are a fucking moron” and proceeded to issue a statement that many would perceive to be a threat.  Mr. Pretlow then said, “You better not write anything about me that isn’t true because I am not as nice as Reggie”.  What exactly did Mr. Pretlow mean by his comments?  Was he threatening bodily harm to Mr. Rivers?  Was he suggesting that he would conspire with Mr. LaFayette to sabotage the election and Mr. Rivers campaign against Mr. Pretlow? It is apparent that Mr. Pretlow is now engaging in the same behavior and practices that disgraced former Mayoral Aide John Boykin was heard speaking about during the famous tape recorded conversation. 

Mr. LaFayette denied that he abuses or has abused illegal narcotics.  However, Mr. Lafayette did not deny that he slept with Westchester Family Court Judge Kathie Davidson and Westchester County Family Court Judge Nilda Morales Horowitz in exchange for the Democratic nomination.  Judge Kathie Davidson has made headlines recently due to her involvement with Mayor Clinton Young.  Sources have confirmed that Mayor Young was using a taxpayer funded bodyguard, vehicle, and gas to be dropped off at Kathie Davidson’s house at all hours of the night.  Sources have also confirmed that Judge Davidson and Mayor Young have been romantically involved for several years.  Perhaps Judge Davidson will become the first lady of Mount Vernon.   Mr. LaFayette also did not deny other allegations set forth in the email such as taking payments from Cappelli for facilitating meetings with former New Rochelle Mayor Tim Idoni and other New Rochelle elected officials.  So we must assume these serious allegations to be true.

Mr. LaFayette also said that Mount Vernon Exposed™® has ruined the reputation of his girlfriend, Sha-Kee Williams.  The district leader from New Rochelle said that Sha-Kee Williams engaged in promiscuous activity with her current boss, Westchester County Court Judge James Hubert.  Hubert was endorsed and wholeheartedly supported by LaFayette last during his bid to be elected to New York State Supreme Court.  Hubert failed to get elected to New York State Supreme Court. 

Hubert is not the only failure supported by LaFayette.  LaFayette continues to support Judge Nilda Morales Horowitz.  Judge Horowitz has been publicly censured by New York State’s highest court for attempting on six different occasions to fix cases for her friends that were at that time before other justices of the Westchester Family Court.  Hal Greenwald is another failure supported by Mr. LaFayette. Hal Greenwald is quite the political prostitute and is desperate for his chance to take a sip from the public water fountain.  Greenwald has been mentored by Ken Jenkins, the disgraced Chairman of the Westchester County Legislators recently accused of voter fraud.  It is alleged that Jenkins does not live in the district that he represents. If Greenwald takes his advice from Ken Jenkins, it would not be hard to figure out what kind of Judge he would be.

Hal Greenwald has been unsuccessfully running for office for almost a decade.  In 2003, Hal Greenwald unsuccessfully ran for County Legislator and in 2007 was the Yonkers Democratic Party’s nominee for Westchester County Family Court.  Greenwald failed to win the Family Court election.  It was also reported to Mount Vernon Exposed by Mr. LaFayette that Greenwald also ran unsuccessfully for Yonkers City Council and NYS Assembly.  Mr. LaFayette also said that this is the first time Hal Greenwald is running for office countywide.  Mr. Lafayette once again proves to be a liar and someone that cannot be trusted. 

Mount Vernon Exposed™® received notification that Mr. LaFayette has encountered several people that are outraged that the Westchester County Democratic Executive Committee did not endorse Judge Bill Edwards for one of the four judicial seats.  According to a source, Layette said that he couldn’t sell Judge Edwards throughout Westchester County because of his wife Helena R. Edwards’ blog. www.straighttalkinmountvernon.typepad.com.  

Mr. Lafayette also didn’t mention that the Ivy League educated Judge Edwards has had several decisions published in New York Law Journal. Supervising Judge Kathie Davidson had never had a decision published in New York Law Journal. No other candidate currently seeking to be elected to Westchester County Family Court has had a decision published in the New York Law Journal.  Mount Vernon Exposed™® could not find any decisions published by Judge Nilda Morales Horowitz, however inserting her name into the Google search did bring up her horrendous record and admonishment. Clearly, the nomination is not about education, integrity, and competence.

So just what does it take to receive a Democratic Judicial nomination?  Is one required to offer sex or sexual acts to party bosses?  Are you required to share a passion of illegal narcotics abuse? Or are you required to pay 10% percent to party chairs? We may never know the answer to this question, but one this is for sure, we know that nominations are not based on qualifications and competence but based solely on politics and those that know how to drop it like it’s hot.

•          Drug Use/Abuse- All candidates will be asked to voluntarily submit to a drug test using a follicle of hair.  The names of those candidates that refuse to submit to a drug test will be released to the public.
•          Work ethic and attendance
•          Current Case Load (for current sitting Judges)
•          Relationship amongst peers at work
•          All candidates will be asked to furnish 3 letters of recommendation.  One letter shall be from an attorney that actively practices in Family Court.  One letter shall be from a former Judge of the New York State Unified Court System, and one letter shall be from a dean of the law school attended by candidate.
