Mount Vernon’s Ineffective Clergy

While violence claims the lives of citizens in Mount Vernon, our religious leaders remain silent. The same leaders, who loudly preach politics from the pulpit and suck the life out our school district, stay silent while our citizens die.

Last month, the local clergy pushed Kevin Bunch for school board trustee. The United Black Clergy (UBC) members took time out of their sermons to illegally electioneer from the pulpit. Grace Baptist crony, Henry May, peddled Bunch literature in front of polling locations.

Killings and gun violence are never on Sunday morning programs. Many believe the black churches in Mount Vernon created the violence we are experiencing by robbing the school district blind, and producing a generation of uneducated former students.

As bullets fly and the people die, the Clergy remains silent to the tragedies that plague Mount Vernon. They never offer the option of opening their churches to get kids off the street. Macedonia Pastor Darren Morton spent many Sundays electioneering from the pulpit endorsing Kevin Bunch for School Board Trustee. However, Morton is partly responsible for our youth walking the streets with no activities. Morton, who is a failed Recreation Commissioner, should not be employed by the City of Mount Vernon. The lack of recreation in Mount Vernon plagues our city.

Although the Clergy is silent to tragedies, they are vocal when it comes to city and school elections. They are also vocal as to who gets to spend bond money.

While people die, the Clergy are focused on electing Reverend Edward Mulraine for the State Senate seat, vacated by Ruth Hassell Thompson. Sources say, Reverend Mulraine of Unity Baptist Church in Mount Vernon repeatedly cheated on his wife and fathered a child with a parishioner. His wife left him. While our youth’s blood spills in the street, our Clergy supports Mulraine. Bunch and Mulraine are on the Sunday morning programs, not the victims of violence, who lay in morgues with gunshot wounds. Mulraine is the protégé of Rev. W. Franklyn Richardson and Grace Baptist Church.

While we bury our citizens, Rev. Richardson of Grace Baptist Church, invited Rev. Al Sharpton, (last Sunday), to speak at Unity Baptist Church. The prior day’s shooting death and stabbing were not on the agenda, but Mulraine for State Senate was. Does Sharpton know of Mulraine’s past, or did the UBC fail to mention it?

Our Clergy in Mount Vernon is a disgrace. The UBC is active in everything but saving our community. Their School District meddling may be the reason Mount Vernon is erupting in violence. They are not interested in helping to stop murders they may have caused.

In times of turmoil and difficult economic times people often turn to their elected officials and clergy for leadership and hope to get them through the storm.  People seeking the help of these persons often take the advice given to them as gospel and truth.  

Mount Vernon Exposed™® begins its mini-series into the corrupt black pastors in the City of Mount Vernon.  This mini-series will explain how the leaders of the black churches are directly responsible for the decline in the quality of life in Mount Vernon, the failure of the Mount Vernon school system, and the increase in crime.  

There are approximately 435 churches in Mount Vernon. With this amount of churches in the City of Mount Vernon, one would think that the City of Mount Vernon should be holier than thou.  However, this is not the case.  The City of Mount Vernon is a municipal mess of corruption.  The preachers of the largest religious institutions in Mount Vernon are nothing more than Sunday plate shakers and poverty pimps. 

In Mount Vernon it is a given African Americans in Mount Vernon make up the majority of the population.  This population serves as prey for the sharks and vultures also known as the preachers and poverty pimps.  One such poverty pimp and Sunday plate shaker is Rev. Dr. W. Franklyn Richardson, Pastor of Grace Baptist Church.  Pastor Richardson has become a permanent fixture in the City of Mount Vernon and has repeatedly injected himself into Mount Vernon politics.

On a typical Sunday during service it customary for the worshippers to pay offerings or tithes to the religious establishments.  Tithes are normally calculated at 10% of one’s annual salary.  There have been allegations that worshippers of Pastor Richardson’s church had to show their tax returns to prove that they were in fact contributing 10% of their salary.   

Upon arriving at Grace Baptist Church on a Sunday Morning visitors are greeted by security personnel that mirror the image of Secret Service Agents.  Some of these security personnel are armed.  After all, Pastor Richardson must protect the loot that is funneled through his church each and every Sunday.  

You may ask yourself, “Why is it important that I show my tax returns to the church”?  You may also ask yourself “how does my pastor get paid or how is my pastor’s salary calculated?  Under normal circumstances the salary of a pastor is 10-15% of the annual intake of the religious institution.  For example if the religious establishment takes in $3 Million per year the pastor’s salary would be between $300,000 - $450-000 per year.  $3 Million per year is a very conservative number for a religious establishment such as Grace Baptist church.

It has been alleged that Pastor Richardson controls over twenty entities directly and indirectly affiliated with Grace Baptist Church.  Some people question how did Pastor Richardson rise to power?  Pastor Richardson rose to power on the backs of poor blacks in the City of Mount Vernon.  Pastor Richardson is the ultimate poverty pimp. 

The City of Mount Vernon is not good enough for Pastor Richardson to live, but it is good enough for him to come to every Sunday to extract money from the city residents.   Pastor Richardson lives in a grand mansion in Scarsdale, New York and can often be seen get chauffeured around town in the latest model Mercedes-Benz.  Pastor Richardson usually gets the top of the line model and has the numbers of that model taken off.  One can guess that his reasoning for doing this is so that his followers do not become too envious of his material objects.  One can also say that Pastor Richardson idols these material possessions and is guilty himself of violating the gospel that he preaches every Sunday.  The first commandment states “You shall have no other Gods before me.”  It is evident that money makes Pastor Richardson’s world go round. Jesus would be he poorest in his church, not the richest.

Pastor Richardson is alleged to be the biggest shakedown artist in town and is reported to be involved in such crimes as racketeering, extortion, bribery, and tax evasion.  Pastor Richardson is alleged to receive cash filled envelopes from people with a not so perfect lifestyle on a regular basis. 

Pastor Richardson is the former President of the United Black Clergy of Westchester.  As President of the United Black Clergy of Westchester, Pastor Richardson surely enriched himself.   Pastor Richardson has a history of selling out blacks in Mount Vernon for his own personal gain.  Grace Baptist Church has developed tens of millions of dollars of affordable housing projects in Mount Vernon over the last decade.  In exchange for promising then gubnortorial candidate George Pataki the black, Pastor Richardson received millions of dollars from New York State to construct low income housing across the City of Mount Vernon.  This would be the beginning of Pastor Richardson’s racketeering operation.  

Pastor Richardson is aligned with many shady and corrupt characters.  When the dots are connected, Pastor Richardson may very well be behind bars.  It is surprising that he is still a free man.   In addition to the alleged multiple counts of racketeering, Pastor Richardson has injected himself in the world of Mount Vernon politics.  Mount Vernon Exposed™® will elaborate more on this in our next issue. 

Mount Vernon Exposed™® has learned that an organization has filed a complaint with the Internal Revenue Service seeking to have his tax exempt status revoked.  Pastor Richardson has and is still using his church as a political playground to promote the platforms of candidates that serve his interest.  Pastor Richardson is a cancer spreading throughout the community that will prove deadly if it is not stopped and eradicated.  

In the end, Pastor Richardson and the endorsement of the black pastor’s won’t mean a thing.  People are far more intelligent and have come to the conclusion that they have been bamboozled and hoodwinked for years by the above-mentioned institutions.  

The black community in Mount Vernon must pay attention to nonprofit groups endorsing the Mayoral candidates.  Such organizations should have a registered Political Action Committee with the New York State Board of Elections unless they are registered with the I.R.S as a 501(c) 4 nonprofit.  The public has a right to know who is funding these black pastor’s agenda.  Failure to register gives an impression that the pastors are being paid or promised lucrative development deals by the candidates for their endorsement.  One must ask the question why are only the black pastors endorsing candidates?  No other faith-based group has endorsed any candidate. 

It is fact that inference from the black pastor group has proved deadly for the black community.  Hundreds of young black men have murdered on the streets of Mount Vernon because of their actions, personal agendas, and political maneuvering.   For years the black pastors were telling the black community that the school board was no good and that the members were racist and failing our kids.  So a group got together led by Pastor Richardson and backed handpicked candidates that would further their agenda.  The black pastors were not interested in improving the schools but taking control of a budget, that at the time was $120 Million.  Today the budget is over $200 Million.  Where did the $80 Million go?  Today, the schools are no longer in the hands of the black pastors.  People have finally started to wake up.   

Children in the black community now have nowhere to go and now they roam the streets playing laser tag with one another, but the only thing is that they are playing with real guns with real bullets.  Voters, especially in the black community must question these black pastors and ask them what they stand to gain from endorsing School Board candidate Kevin Bunch?  

Black Ministers under an organization called CEPAA (Coalition for the Empowerment of People of African Ancestry) mounted a campaign to wrestle power away from The ICA. The ringleader of CEPAA was Grace Baptist Church pastor, W. Franklyn Richardson. Despite US laws against mixing politics and religion, preachers, in violation of their 501-C3 tax-exempt statuses, preached politics from the pulpit, urging people to come out and vote for their candidates. In May of 1997, with 11,547 voters casting their vote, CEPAA took control of the school board. The winning CEPAA candidates were, Frances W. Wynn, Carolyn V. Ben Reuben, Lynn C. Frazer-McBride, Gerald M. Coleman and the Rev. David D. Henry.

The 1997-98 budget was $95.9 million. CEPAA challenged the budget vote, which was defeated during the 1997 May election. In 1997 spending per pupil in the City of Mount Vernon was $9,383.45.  Today, spending has increased to almost $30,000 per pupil. Immediately following the school board election in 1997, CEPAA went to work, hiring “their” people to work in the school system, regardless of qualifications. Contracts were awarded to acquaintances, bonds were taken out and money went missing. People got rich off the backs of our children and taxpayers.

It was long after CEPAA put “their” people to work that taxpayers and children in the City of Mount Vernon would begin to feel the effects of CEPAA’s high taxing policies. Scores of children began to plummet academically, vocational schools were eliminated, students began to drop out in record numbers, and property taxes skyrocketed. Crime escalated to record numbers and our uneducated and unemployable youth ended up in jail. An entire generation was destroyed mostly African American children, due to the policies of CEPAA. 

Board Trustee, Dr. Serigne Gningue is one of the most educated board members in Mt Vernon history. By all accounts, he works well with his colleagues, and has been instrumental in the turnaround of the school district. When Mt Vernon Exposed reveals names, Dr. Gnigue will be shocked to find out the identities of the current and former board members, who are throwing him under the bus. Greedy, power hungry people who care nothing about children are targeting Dr. Gningue.

Today, a formal complaint was filed with the IRS, urging them to open up an investigation of several Churches in Mt Vernon.  They are in violation of their 501c3 status. Mt Vernon also urges the residents of Mt Vernon to contact the US Justice Department at (914) 993-1900. Lets demand that all past school bonds be investigated. We should not be spending a dime on the new bond while accused bond thieves are trying to wrestle control of the school board.  Enough is enough.

Most of the over 400 churches in Mt Vernon are honest, and care about the people of our city. However, their voices must be heard because a few bad apples are destroying an entire generation of children. Educational Genocide has been happening in Mount Vernon for the last 19 years and the perpetrators are wearing robes and suits.  It is clear that securing jobs and contracts are more important than educating children in Mount Vernon’s School District.  Valhalla’s Prison is full of past Mount Vernon students who have been robbed of an education. The same people who are supposed to pray for us continue to prey on us.  Since 1997, when Mount Vernon’s black churches and politicians orchestrated a takeover of Mount Vernon’s school board, our district went from blue ribbon status, to one of the worse school districts in the country.

Who is responsible for former Mount Vernon students being unemployed, imprisoned, having substance abuse issues, or no longer being alive? Is there no shame in this city when it comes to our clergy and politicians? It is painfully clear that some in our district are more interested in the Architect that will control a proposed $100 million bond than it does on test scores and graduation rates.

School Board Trustee, Omar McDowell is the new anointed point man for Rev Richardson and the meddling churches. Richardson led the group that is responsible for destroying the Mount Vernon school district. McDowell, the only Trustee who owns no property in the City of Mount Vernon and who pays no property taxes, has taken the baton and is pushing the church’s agenda. The District is trying to pass a $100 Million bond and McDowell wants Richardson’s personal architect, Fuller and D’Angelo to secure a no bid contract without any oversight whatsoever on how our money will be spent.  Where are the feds?

$43 million of the $100 million will be spent on Longfellow and Grimes Elementary schools which were built only 10 years ago.  These schools were so poorly constructed that they are falling apart. The $100 million dollar bond used to construct these schools was stolen. Longfellow and Grimes have massive construction issues and are falling apart. These schools were built with crooked architects and contractors and no oversight. Instead of investigating previous bonds to determine who is responsible for this crime, the district wants taxpayers to pay for repairs.  Where are the feds?

The meddling churches are now up in arms because there is a call for a bid process for the bond architect. They demand that Fuller and D’Angelo control the proposed $100 million bond and they absolutely do not want oversight. It is Trustee McDowell’s job to deliver for the churches and he is hell bent to do just that.  Where are the feds?

Joining in on the architect scandal is past Board Member Lenny Sarver, and past Business Manager, Tim Costello. Current Business Manager, Ken Silver has been a disaster because he is not his own man. He has allowed Costello and Sarver to set the financial agenda for the district. Sarver had such a close relationship with Fuller and D’Angelo that he had to recuse himself from voting on their resolutions while he was on the board. Reports say that Sarver and Costello are financially benefiting from the architect firm and are pushing Silver to favor Fuller and D’Angelo.  Where are the feds?

In the past 5 years, The Mount Vernon City School district has paid more money to Fuller and D’Angelo than they spent for vocational training or many other needed services. The firm has raked in tens of millions of dollars, taking away from vital children services. One issue troubling Ken Silver is that Fuller and D’Angelo came up with the figure of $100 million needed for the bond. Our guess is that another architect firm would come in with a price tag of $50 million for the bond performing the same work. If this happens, this will expose the planed rip off of taxpayer money. Look for Silver and McDowell to make sure Fuller and D’Angelo receives the contract.

McDowell has two allies on the Board, Darcy Miller and Charmaine Fearon. The trio was elected in 2014, and appears to be puppets to Delia Farqueson, Elias Gootzeit and the blood sucking churches. Mount Vernon Exposed would bet that neither Fearon, McDowell, nor Miller would sell out the children of Scarsdale or Eastchester by robbing them of an education.  It’s easy to beat up on black and brown children.  We  also doubt that Sarver, Silver or Costello, would bring the same pain to Yeshiva students and Jewish taxpayers as they do to the poor people of Mount Vernon. A federal investigated is needed.  Where are the feds?

Where are the good Clergy Members? Why has the only mobilization of our religious and political officials been over the control of this proposed bond. When was the last time our churches and leaders galvanized to bring an end to the educational genocide that has occurred in this city? Where is the outrage about our imprisoned and uneducated former students? Why don’t churches open their doors to help school children and other youth stay out of trouble? What are our churches doing besides lining up to get their hands on bond money? Trustee McDowell should take time out of his day to visit Valhalla’s jail so he can learn that almost all inmates from Mount Vernon are former dropouts. He also needs a history lesson to learn why so many former students are in jail.

Prior to the Black Church takeover in 1997, Mount Vernon had one of the best vocational programs in the country. Academically challenged students learned carpentry, plumbing, auto repair, cosmetology, etc., which kept them in school. As a revenge pay back to Italian Civic Association member Ralph Tedesco, the church controlled board eliminated the entire vocational program, which Tedesco ran. Once the program was gone, academically challenged students dropped out in record numbers and ended up in jail.  Where are the feds?

Mount Vernon Exposed looked up The Scarsdale School District’s Mission Statement. It is as follows:

The Scarsdale Public Schools seek to sponsor each student’s full development, enabling our youth to be effective and independent contributors in a democratic society and an Interdependent world. To this end, we endeavor to help them to think and express themselves clearly, critically and creatively; to understand themselves and others within the broad fabric of human experience and the natural universe; to appreciate their rights and responsibilities as citizens; and to become people of integrity, maturity and generous spirit. A measure of our success is the degree to which they fulfill their potential for the common good. Valuing our individuality, we unite to keep the flame of learning.

Unfortunately, The Mount Vernon School District’s mission statement can easily read as follows;

The Mount Vernon School District seeks to make Political and Religious leaders happy by giving them full control of contracts and jobs.

Sad but true, educating children is not a priority of our district. The Mount Vernon School District should be embarrassed at what they have done to the children of this city.  Parents who are fortunate enough, send their children to private schools. They can look forward to double taxes, by paying property taxes as well as tuition. Unfortunately, all others are forced to send their children to a district that sends more children to prison than to college. What we need is the district to call in the feds to investigate the district finances. We also need the Clergy, Political leaders, former board members, and former employees, to stop beating up on minority children.

Almost every school board candidate in the past 3 years promised an audit. Where is it? History will not be kind to people who are responsible for Mount Vernon’s Educational Genocide. Everyone who has sat quiet while it took place is just as responsible. Where are the so-called good board members? Open an investigation. No Audit, No Bond.  Bring in the Feds.
