History tends to always repeat itself.  If one would look into the history of the Mount Vernon Board of Education administration, you will find that it is infested with corruption.  Hiring frequently circumvents civil service law, there is little to no oversight on how public funds are spent, and elections are rigged year after year.  The system is a mess by design. 

Trustee Elias Gootzeit self-anointed himself as the go to go-through person for the Superintendent search.  His partner in crime Judith Johnson who is joined by their enforcer, Len Sarver, joins him.  These three are protégé’s and supporters of former Superintendent Dr. Sawyer’s failed policies.  These three have adopted Sawyer’s practice of hiring unqualified, scandal plagued individuals to high paying positions. 

Trustee Elias Gootzeit was on the board when former Superintendent of Curriculum Shelly Jallow was hired.  This was right around the time Gootzeit began to strengthen his bond with the black clergy.  Gootzeit began to let resolutions pass that were financially harmful to the taxpayers of Mount Vernon.  Gootzeit, at the helm of oversight when Jallow was hired, missed quite a few things in Jallow’s background that even Ray Charles could see.  We are here to fill in Mr. Gootzeit on what he missed.

A simple search in Google inserting Shelly Jallow’s name would point you to her pervious employment stint in Prince George’s County, Maryland where she was employed prior to joining Mount Vernon Public Schools.  Sources have told Mount Vernon Exposed that Sawyer and Jallow were also alleged to be “close friends” prior to Jallow joining the Mount Vernon School District.

Jallow was hired in Prince George County by Andre Hornsby, the Prince George County school chief who was convicted in 2008 on Federal charges for steering millions of dollars worth of contracts to his long time pal that worked for him while he was the Yonkers school chief, and to his girlfriend, who worked for LeapFrog, a technology company that sells tablets and other educational toys for children. 

If a proper background check were done on Ms. Jallow, a red flag would have been raised when she was questioned about her former employer.  Jallow was a high-ranking official in the scandal plagued Prince George County school system, so it would be hard not to believe that she did not know what was going on.  Jallow then brought her criminal behavior to Mount Vernon and teamed up with Timothy Costello, Dr. Sawyer, Trustee Gootzeit and proposed high abusive tax increases year after year.  Property values sunk to an all time low while Sawyer and his cronies received hefty compensation packages that included a take home car amongst other perks. 

Today, we fast forward to the present day board of education.  The same shenanigans continue to play out day in and day out.  There is no accountability and no oversight.  The fox is watching the henhouse. 

One such act of no oversight was the creation and execution of an employment contract for Timothy Costello, Assistant Superintendent for Business.  The contract given to Timothy Costello was the third biggest act of fraud committed on the taxpayers of Mount Vernon.  The other two acts of fraud committed upon the people of Mount Vernon was the hiring of former Superintendent W.L. Sawyer and the hiring of current Superintendent Judith Johnson. 

For starters the contract executed between former embattled Board President Frances Wynn and Timothy Costello calls for Mount Vernon taxpayers to pay 100% of Costello’s medical coverage for three years after his separation from the Mount Vernon School District.  Thereafter, taxpayers must pay 60% of his medical coverage while other administrators of the district only receive 50% medical reimbursement from Mount Vernon taxpayers.  Timothy contracts also calls for him to receive 100% medical coverage for him his family while he is working full time for the Mount Vernon City School District.  Timothy is the only such person in the Mount Vernon City School District that receives such a perk. 

Deveraux Cannick of Aiello & Cannick, the previous law firm that represented the Mount Vernon School District, prepared the contract.  Cannick, was involved in corruption himself, as he had himself improperly listed as a district employee and was receiving pension credits he was not entitled to.  As a result, Cannick had to pay a $75,000 fine to the New York Attorney General. 

Costello also received quite a hefty compensation package that saw pay raises year after year, higher than the cost of inflation.  In Costello’s first year, in 2007, he received a salary of $172,000 then $177,160 in 2008, $182,445 in 2009, $187,918 in 2010, and  $193,556 in 2011.  Prior to Costello’s stint in Mount Vernon he earned about $90K per year after working for about 15 years in an upstate school district.  What special talent did Costello possess that earned him the right to nearly double his salary? 

Costello’s special contract also included a stipulation that said that he couldn’t leave his position until a new person is hired.  Ironically, board members did not seek a new person for Costello’s position and he therefore was rehired after his initial contract ended.  Costello continues to abuse the public till with his shady, Bernie Madoff style accounting practices. 

School Board members must remain diligent and bring in competent people for any positions that may open up in the future.  Background checks and drug tests must not be waived as Superintendent Judith Johnson did for Rene Davis.  To be continued…

Denying all their motions, evidence and dragging the trial out four years

I ended the trial abruptly, Sacco’s witnesses on the stand

I couldn’t hear any more of their testimony; they made his fatherhood seem so grand

When it came to giving him his last rights I figured I’d drowned him in sinking sand

Then I grabbed Assigned Attorney Daniel Pagano in the hall to take Mr. Sacco by the hand

Not giving him time to get familiar with the case

I was sure to have an outcome that I thought no one could trace

Do I have to beat it into you? Can’t you see by now, I’m a total disgrace!

But I’m not done yet with my dirty tricks

When Pagano filed the Appeal papers in the clerk’s office downstairs it took its licks

We lost the papers don’t you see, this “parental alienation” thing feels good to me.

So now, Mr. Sacco, what do you think?

On Friday, July 16^th, 2010 Mount Vernon Exposed publisher Samuel L. Rivers made a visit to the Westchester County Board of Elections to inspect nominating petitions filed by his opponent for 87^th Assembly, J. Gary Pretlow.  Rivers was surprised when he walked into the Board of Elections and saw Assemblyman J. Gary Pretlow standing around staring into space.  Pretlow began to perspire profusely when he saw his opponent Samuel L. Rivers

Rivers politely greeted Pretlow, who did not look happy to see Rivers.  Rivers asked Pretlow was he there to challenge Rivers’ petitions.  Pretlow responded, “I am not challenging anything”.  Pretlow began to pace back and forth with a look of defeat and nervousness on his face.  Pretlow then went outside and was chatting with an unidentified woman.  Disgraced Election Commissioner Reggie LaFayette then went outside and spoke with Pretlow with his hand covering his mouth, an act commonly seen in “Gangster” movies. Persons that normally emulate this behavior are usually involved in illegal behavior.

After a few minutes, Pretlow then entered a restricted area in the Westchester County Board of Elections, following Reggie LaFayette into LaFayette's office. As of official closing time at 5:00 P.M., Pretlow remained in Reggie LaFayette's office.    

As to why Pretlow was in White Plains mingling with LaFayette instead of being in Albany to fix the financial mess that he was a part of for the last 18 years in unknown.  Sources have told Mount Vernon Exposed that Commissioner LaFayette made a deal with Pretlow to use Board of Election workers and resources at taxpayers’ expense to challenge the nominating petitions of Samuel L. Rivers.  It is not normal for a candidate to have secret backroom deals with an Election Commissioner to go over petitions, a benefit not afforded to Samuel L. Rivers or any other candidate. 

Sources have also confirmed that LaFayette is conspiring to commit election fraud and theft of services with Tajian Jones, Lafayette’s high paid Executive assistant who is the same person who created Pretlow’s petition and who also serves as the secretary of the Westchester County Democratic Committee.  “Pretlow, Reggie, and Tajian in a room together is bad for the people of Mount Vernon, the people of Westchester County, and bad for the people of New York State, said Rivers.” “It is not fair and a clear conflict of interest that Reggie can use Board of Election workers and resources paid for by Westchester County taxpayers to challenge my petitions” Rivers added. 

Rivers told Mount Vernon Exposed™® that he is also calling for a Federal Investigation into years of voter fraud, intimidation, coercion, bribery, and extortion by LaFayette and others by the United States Department of Justice.  “I will not back down from Lafayette, Pretlow, and others and I will not be intimidated by them either.  “Voters are fed up with the corruption in Westchester politics and need a choice in September.  “I am that choice” 

Westchester taxpayers can come to the conclusion that LaFayette is retaliating against Rivers because of the recent explosive allegations released by Rivers accusing LaFayette of giving judicial nominations in exchange for sexual favors.

Pretlow hasn’t had a viable challenger in 18 years and now he is running for the hills.  Voters must question the integrity of Pretlow.  Why is Assemblyman Pretlow fighting so hard to keep his taxpayer funded $87,000 a year job?  Pretlow is also the Chairman of the Wages and Bets Committee for the NYS Assembly.  For years voters have long suspected Assemblyman Pretlow of taking bribes and kickbacks from casino’s, racetracks, and special interest groups.  These three categories are the sources of Pretlow’s campaign contributions.

WESTCHESTER DEM LEADER CONTINUES TO ENDORSE FAILURES FOR PUBLIC OFFICE; NYS ASSEMBLY J. GARY PRETLOW THREATENS OPPONENT

On Sunday, July 3^rd, 2010, Mount Vernon Exposed™® crossed paths with Westchester County Democratic Chairman Reginald LaFayette, the first encounter since Mount Vernon Exposed™® published an article about alleged drug abuse by LaFayette, Sha-Kee Williams, and Westchester County Family Court Judge Nilda Morales Horowitz.

Last month, an anonymous e-mail was sent to Mount Vernon Exposed™® from a person claiming to be a New Rochelle Democratic district leader.  The email stated that the district leader overheard New Rochelle Dem Chair Arnold Klugman discuss Mr. Lafayette’s abuse of illegal narcotics, specifically cocaine.  The district leader also overheard Klugman state that Lafayette’s girlfriend Sha-Kee Williams also abused cocaine.

Mr. Lafayette was very angry and belligerent, behavior that is not normal for a person that is a public servant, when approached by Mount Vernon Exposed publisher Samuel L. Rivers.  “I am not shaking the hand of someone that said I use cocaine” said LaFayette.  Mr. Rivers simply told LaFayette that he was not the author of the email or the allegations and simply is reporting on matters on public concern.  New York State Assemblyman J. Gary Pretlow was also in attendance during the encounter with Mr. LaFayette.  Mr. Pretlow also became belligerent when Mr. Rivers was speaking to Mr. LaFayette.  “What if someone writes a story and said that you are a child molester?” asked LaFayette.  Mr. Rivers told LaFayette, “this is a free country and you are free to write and say what you want but make sure it is true and if you say or write something that is not true, then you will be sued without hesitation. 

Mr.  Pretlow then chimed in and said to Mr.  Rivers “you are a fucking moron” and proceeded to issue a statement that many would perceive to be a threat.  Mr. Pretlow then said, “You better not write anything about me that isn’t true because I am not as nice as Reggie”.  What exactly did Mr. Pretlow mean by his comments?  Was he threatening bodily harm to Mr. Rivers?  Was he suggesting that he would conspire with Mr. LaFayette to sabotage the election and Mr. Rivers campaign against Mr. Pretlow? It is apparent that Mr. Pretlow is now engaging in the same behavior and practices that disgraced former Mayoral Aide John Boykin was heard speaking about during the famous tape recorded conversation. 

Mr. LaFayette denied that he abuses or has abused illegal narcotics.  However, Mr. Lafayette did not deny that he slept with Westchester Family Court Judge Kathie Davidson and Westchester County Family Court Judge Nilda Morales Horowitz in exchange for the Democratic nomination.  Judge Kathie Davidson has made headlines recently due to her involvement with Mayor Clinton Young.  Sources have confirmed that Mayor Young was using a taxpayer funded bodyguard, vehicle, and gas to be dropped off at Kathie Davidson’s house at all hours of the night.  Sources have also confirmed that Judge Davidson and Mayor Young have been romantically involved for several years.  Perhaps Judge Davidson will become the first lady of Mount Vernon.   Mr. LaFayette also did not deny other allegations set forth in the email such as taking payments from Cappelli for facilitating meetings with former New Rochelle Mayor Tim Idoni and other New Rochelle elected officials.  So we must assume these serious allegations to be true.

Mr. LaFayette also said that Mount Vernon Exposed™® has ruined the reputation of his girlfriend, Sha-Kee Williams.  The district leader from New Rochelle said that Sha-Kee Williams engaged in promiscuous activity with her current boss, Westchester County Court Judge James Hubert.  Hubert was endorsed and wholeheartedly supported by LaFayette last during his bid to be elected to New York State Supreme Court.  Hubert failed to get elected to New York State Supreme Court. 

Hubert is not the only failure supported by LaFayette.  LaFayette continues to support Judge Nilda Morales Horowitz.  Judge Horowitz has been publicly censured by New York State’s highest court for attempting on six different occasions to fix cases for her friends that were at that time before other justices of the Westchester Family Court.  Hal Greenwald is another failure supported by Mr. LaFayette. Hal Greenwald is quite the political prostitute and is desperate for his chance to take a sip from the public water fountain.  Greenwald has been mentored by Ken Jenkins, the disgraced Chairman of the Westchester County Legislators recently accused of voter fraud.  It is alleged that Jenkins does not live in the district that he represents. If Greenwald takes his advice from Ken Jenkins, it would not be hard to figure out what kind of Judge he would be.

Hal Greenwald has been unsuccessfully running for office for almost a decade.  In 2003, Hal Greenwald unsuccessfully ran for County Legislator and in 2007 was the Yonkers Democratic Party’s nominee for Westchester County Family Court.  Greenwald failed to win the Family Court election.  It was also reported to Mount Vernon Exposed by Mr. LaFayette that Greenwald also ran unsuccessfully for Yonkers City Council and NYS Assembly.  Mr. LaFayette also said that this is the first time Hal Greenwald is running for office countywide.  Mr. Lafayette once again proves to be a liar and someone that cannot be trusted. 

Mount Vernon Exposed™® received notification that Mr. LaFayette has encountered several people that are outraged that the Westchester County Democratic Executive Committee did not endorse Judge Bill Edwards for one of the four judicial seats.  According to a source, Layette said that he couldn’t sell Judge Edwards throughout Westchester County because of his wife Helena R. Edwards’ blog. www.straighttalkinmountvernon.typepad.com.  

Mr. Lafayette also didn’t mention that the Ivy League educated Judge Edwards has had several decisions published in New York Law Journal. Supervising Judge Kathie Davidson had never had a decision published in New York Law Journal. No other candidate currently seeking to be elected to Westchester County Family Court has had a decision published in the New York Law Journal.  Mount Vernon Exposed™® could not find any decisions published by Judge Nilda Morales Horowitz, however inserting her name into the Google search did bring up her horrendous record and admonishment. Clearly, the nomination is not about education, integrity, and competence.

So just what does it take to receive a Democratic Judicial nomination?  Is one required to offer sex or sexual acts to party bosses?  Are you required to share a passion of illegal narcotics abuse? Or are you required to pay 10% percent to party chairs? We may never know the answer to this question, but one this is for sure, we know that nominations are not based on qualifications and competence but based solely on politics and those that know how to drop it like it’s hot.

•          Relationship amongst peers at work
•          All candidates will be asked to furnish 3 letters of recommendation.  One letter shall be from an attorney that actively practices in Family Court.  One letter shall be from a former Judge of the New York State Unified Court System, and one letter shall be from a dean of the law school attended by candidate.

Mount Vernon Exposed™® has just received an explosive email from a person claiming to be a New Rochelle Democratic District leader.  The email contains allegations that certain judges in the judicial system in Westchester County live a lifestyle of sex, drugs, and rock and roll.  Mount Vernon Exposed™® began a series last month exposing corruption in Westchester County Courts.  The relentless efforts by Mount Vernon Exposed™® investigative reporters has even discovered that Mount Vernon Mayor Clinton I. Young Jr., uses a taxpayer funded bodyguard to escort him to late night escapades with Family Court Supervising Judge Kathie Davidson in New Rochelle at her home located at 16 Montgomery Place.  It has been reported to Mount Vernon Exposed™® that Mayor Young and Judge Davidson have been romantically involved for several years.

The author of the anonymous email revealed that there is widespread corruption in the Democratic Party in New Rochelle and throughout Westchester County.  There are even plans under way to oust current Westchester County Chairman Reginald LaFayette when the Dems re-organize in September.  According to the email, Arnold Klugman, New Rochelle Democratic Chairman, is leading the crusade to overthrow Mr. LaFayette.  LaFayette has come under intense scrutiny in recent weeks for allegedly attempting to extort Judges in Westchester County.  Party Leaders and current Democratic candidates have called on Mr. LaFayette to step down so that the party can unite behind Gubnutorial hopeful Andrew Cuomo.  Sources close to Mr. LaFayette have told Mount Vernon Exposed™® that Cuomo and other top Democrats are keeping their distance from LaFayette so that the Democratic ticket and their message of “The New Democratic Party” are not tainted. 

Corruption in the Democratic Party in Westchester knows no limits.  The email sent to Mount Vernon Exposed™® paints a picture of sleazy individuals living high on the hog.  It has been reported that allegations of Mr. LaFayette attempting to extort and bribe individuals are not new. There is even a paper trail to suggest that there is some substance and legitimacy to these horrific allegations.  The City of New Rochelle underwent a massive revitalization of its downtown several years ago and saw prominent real estate developers such as Donald Trump and Louis Cappelli take an interest.  However, it has been alleged that the price to build in New Rochelle did not come at a cheap price.  The email suggested that Reggie LaFayette received a substantial amount of cash to facilitate meetings between Louis Cappelli and former New Rochelle Mayor Tim Idoni who is currently Westchester County Clerk.  A search with the NYS Board of Elections has revealed that Mr. Lafayette has received $30,000 from Louis Cappelli and/or subsidiaries controlled by Louis Cappelli.  It appears that Mr. LaFayette is doing quite well for himself. 

But it doesn’t stop there.  Mr. LaFayette has secured a high paying job for his long time girlfriend Sha-Kee Williams with Westchester County Judge James Hubert.  It was told to Mount Vernon Exposed that Ms. Williams previously worked for Supreme Court Judge Sam Walker another Judge allegedly shaken down by Mr. LaFayette.  Judge Hubert ran unsuccessfully for NYS Supreme Court last year.  One can imagine that hiring Ms. Williams as one of the highest paid secretary’s in the Westchester County court system is Judge Hubert’s subtle way of saying thank you to Mr. LaFayette for the Democratic Party’s nomination for NYS Supreme Court.  Ms. Sha-Kee Williams is also a Democratic district leader in New Rochelle. 

It is also alleged that New Rochelle party boss Arnold Klugman is upset over Sha-Kee Williams high paying job in the court system.  The email says that Klugman often refers to Sha-Kee Williams as a sleazy alcoholic and that she and Mr. LaFayette use cocaine together. 

The email suggests that cocaine use is not limited to just party bosses and their girlfriends.  According to the email, Judge Nilda Morales Horowitz also allegedly abuses cocaine.  There is no way to substantiate this allegation because New York State Law does not require that Judges undergo drug tests.   The source also states that Judge Horozitz came to the New Rochelle Dem meeting and was extremely cold and arrogant.  In the email, there is information that Judges have sex with Mr. LaFayette in exchange for the party nomination.  It is alleged that Judge Morales and Judge Davidson offered and/or had sex with Mr. LaFayette in exchange for the Democratic nomination for Westchester County Family Court. 

Judge Horowitz is up for re-election this year and has come under fire in The Journal News and various sites on the internet because of serious ethics violations that could have had her removed from the bench, however the authoritative body only voted to publicly censure her.   

It would appear that Arnold Klugman has been covertly planning the demise of Mr. LaFayette for many years.  The email states that Klugman has reported the alleged crimes of Mr. LaFayette to Federal law enforcement officials.  Klugman was overheard telling other New Rochelle District leaders that Mr. LaFayette has a house in the south that is very, very big, an indication that money has been laundered to maintain this very, very, big house. 

Even though Arnold Klugman is trying to overthrow Mr. LaFayette as County Chairman, Mr. Klugman is not a saint himself.  Klugman has also been accused of corruption.  Klugman is also employed with the Westchester County Board of Elections. Klugman has been accused of jamming voting machines so that when you pull the lever to vote, the vote isn’t recorded for the candidate of your choice.  Klugman has also been accused of taking and destroying Independence Party petitions when the candidate wasn’t looking.  Klugman’s alleged actions resulted in the candidate not being able to get on the ballot.  The author of the anonymous email also states that she overheard Klugman stating that there were too many black Judges on the bench in Westchester County. These allegations about Klugman as well as the other inappropriate conduct named herein must be immediately investigated by The United States Department of Justice.
