SCHOOL BOARD TRUSTEE ELIAS GOOTZEIT SETS UP PHONY NON PROFIT TO FUNNEL FUNDS FROM REV. RICHARDSON

Mount Vernon Exposed has just learned that School Board Trustee Elias Gootzeit and former School Board Trustee Delia Farquharson are under Federal investigation by the I.R.S. following a complaint that was filed involving a phony non profit that was filed by Trustee Gootzeit for the sole purpose of funneling funds from Rev. Richardson and C.E.P.A.A. to school board candidates endorsed by Rev. Richardson, C.E.P.A.A. and the Mount Vernon Democratic City Committee. 

In May 2013, the Journal News covered a story that alleged voter fraud was present during the 2012 School Board election.  Dead people voted and there were several instances where addresses were phantom or non-existent.  A city worker even went so far as to claim the dilapidated Memorial Field as his home address.

Rev. W. Franklyn Richardson of Grace Baptist Church and the Mount Vernon Democratic City Committee orchestrated the massive voter fraud during the School Board Election.  Serepher Conn-Halevi, the 1st Vice Chairwoman of the Mount Vernon Democratic City Committee, also served as the campaign manager for the group that stole the election.  Those candidates were Frances Wynn, Elias Gootzeit, and Delia Farquharson. 

Rev. Richardson and several other notable black pastors in Mount Vernon that have since moved up in the church political ranks have repeatedly injected themselves into Mount Vernon politics, a clear violation of their 501 (c) (3) tax exempt status. 

The I.R.S. tax code states:
The Restriction of Political Campaign Intervention by Section 501(c)(3) Tax-Exempt Organizations

Under the Internal Revenue Code, all section 501(c)(3) organizations are absolutely prohibited from directly or indirectly participating in, or intervening in, any political campaign on behalf of (or in opposition to) any candidate for elective public office. Contributions to political campaign funds or public statements of position (verbal or written) made on behalf of the organization in favor of or in opposition to any candidate for public office clearly violate the prohibition against political campaign activity.  Violating this prohibition may result in denial or revocation of tax-exempt status and the imposition of certain excise taxes. 

Certain activities or expenditures may not be prohibited depending on the facts and circumstances.  For example, certain voter education activities (including presenting public forums and publishing voter education guides) conducted in a non-partisan manner do not constitute prohibited political campaign activity. In addition, other activities intended to encourage people to participate in the electoral process, such as voter registration and get-out-the-vote drives, would not be prohibited political campaign activity if conducted in a non-partisan manner.

On the other hand, voter education or registration activities with evidence of bias that (a) would favor one candidate over another; (b) oppose a candidate in some manner; or (c) have the effect of favoring a candidate or group of candidates, will constitute prohibited participation or intervention.

Taxpayers in the City of Mount Vernon have become increasing aware of Rev. Richardson and other prominent black pastors in Mount Vernon selling endorsements that affords them the opportunity to hand pick candidates that will carry out their agenda.  Rev. Richardson and C.E.P.A.A. candidates have an unfair advantage over other candiadtes that run for school board.

Getting an endorsement from Rev. Richardson and C.E.P.A.A. does come with some perks.  You will be given first class treatment and ushered in front

Feeling the heat and afraid of I.R.S. scrutiny, Rev. Richardson and others came up with another plan to funnel funds to their candidates running for school board election.  The Mount Vernon Democratic City Committee was heavily involved in the school board election campaign of 2012 when widespread fraud was reported.  It is unclear why school board candidates Elias Gootzeit, Delia Farquharson, and Frances Wynn chose to partner with the Mount Vernon Democratic City Committee when school board elections are supposed to be non-partisan.

Mount Vernon Exposed has learned that several conflicts of interest currently exist in the world of School Board Trustee Elias Gootzeit.  On April 29, 2013 just two weeks before last years budget vote and school board election, Trustee Gootzeit formed a non-profit group called The Mount Vernon Board Campaign Action Committee.  The sole purpose of this so called non-profit is to funnel money from Rev. Richardson and C.E.P.A.A. to their candidates without giving the appearance that Rev. Richardson and C.E.P.A.A. were directly involved in the election process. 

According to documents listed with the New York Secretary of State, Elias Gootzeit was the filer on the non profit and listed his home address of 351 Bedford Avenue, Mount Vernon, NY 10553 as the official New York Department of State address of process or the address where legal papers against the non-profit shall be served. 

Trustee Gootzeit high-handed behavior doesn’t end there.  Gootzeit was a sitting school board Trustee at the time he created the non-profit.  It is even more disturbing that Gootzeit is a practicing attorney who should know the law.  Gootzeit, Pastor Rev. Richardson and C.E.P.A.A. will stop at nothing until the City of Mount Vernon and the Mount Vernon City School District are bankrupt. 

Voters have no idea who is behind Gootzeit nefarious organization.  Gootzeit, Farquharson, Rev. Richardson, and C.E.P.A.A. intend to fool the masses by presenting their hand-picked candidates as agents of change while also attempting to fool voters by instilling fear that a hostile takeover is in the works from the I.C.A. or Italian Civic Association, an organization that has been defunct in Mount Vernon for the past 20 years.

To further this plot, former Trustee Delia Farquharson was named the president of The Mount Vernon Board Campaign Action Committee.  Farquharson was promised the blessing and endorsement of the Mount Vernon Democratic City Committee for a City Council seat next year.  Farquharson will be running on a ticket with Mayor Ernie Davis and another candidate yet to be determined by party bosses. 

Farquharson has put together two events for her slate of candidates and did not invite other candidates that have announced their intentions to run in this year’s election, another clear and blatant violation of the I.R.S. tax code concerning non-profit organizations. 

Mt Vernon Superintendent Judith Johnson and Mayor Ernie Davis seemed particularly outraged over the racist actions from residents of Mahopac and are demanding state intervention in the matter. Mount Vernon Exposed welcomes an investigation.

If the state is concerned about the Mount Vernon black community being hurt, they need to take over the City of Mt Vernon, as well as the Mount Vernon School District. They need to uncover all of the stolen money, and jail the people responsible for looting our city. The state needs to educate our children, and give tax relief to Grandmother’s who are being thrown out of their homes due to foreclosure. Judith Johnson and our City Officials have done more damage to the black community than anyone in Mahopac could ever do.  It is time for Judith Johnson and Mayor Ernie Davis to stop playing the race card. 

Before our city collapses, the people in Mt Vernon need to demand a state investigation into our City and school systems. The practice of scaring the black community that The ICA is trying to return to power, not only a lie, it is also racist. The state needs to investigate the racist actions of Mount Vernon Officials and Ministers, who are so hell bent on controlling the school system, they constantly play the race card.
