sure that his nephews were appointed to cushy DPW jobs permanently while
friends of Horton's nephew are still to this day working in seasonal positions

Horton has created a sham
organization, Sentinel Construction, to give the appearance that he is training
youngsters in the City of Mount Vernon for construction jobs.Horton has no certifications whatsoever with
New York State to offer training to these individuals.

Corrupt DPW Commissioner Terrence Horton
On orders from Mayor Clinton Young, DPW Commissioner Terrence Horton and Assistant Corporation Counsel Joana Aggrey drafted up bid specifications that would only benefit the company that won the winning bid, Custom Clay, a company based in Syosset, Long Island.Joana Aggrey is the wife of John Boykin, a candidate for City Council, and former assistant to Mayor Young.Boykin was fired for threatening a critic of Young’s administration. Mayor Young constantly states that he wants to promote Mount Vernon based businesses but he has failed to maintain his promises to the people of Mount Vernon.
The bid specifications stated that all parties interested in bidding on the project had to buy the clay (infield dirt) from Custom Clay.When the prospective bidders called Custom Clay for price quotes, they were all given a different price by Custom Clay.This is evident in the final bids that were submitted to the City of Mount Vernon.The highest bid was submitted by Paladino Concrete Solutions at $376,650.Paladino Concrete Solutions is a Mount Vernon based company.The second lowest bid came in at $235,325 and was submitted by Derosa Tennis Contracting, a Mamaroneck based business.And finally the winning bid came in at $148, 400 and was submitted by Custom Clay, the company named in the bid specifications that all bidders had to get their supply from.Conflict of interest?Not in the mind of Mayor Young and his criminal syndicate.
How is it that the winning bid was almost $100K lower that the second lowest bid?Where was the oversight by the City Council, the governing body charged with the duty of vetting bids and contracts?According to the New York State Board of Elections, Mayor Young received two campaign contributions from Custom Clay.Friends of Mayor Young reported a campaign contribution of $1,300 on May 12, 2010 and another contribution of $1,000 on November 1, 2010.Sounds like a kickback doesn’t it?
Not every elected official was asleep at the wheel.The Comptroller’s office caught wind of this possible criminal activity and sent a letter to DPW Commissioner Terrence Horton letting him know that an audit was under way.DPW Commissioner Terrence Horton simply ignored three letters sent to him by 1st Deputy Comptroller Thomas Rajala requesting documentation of Mayor Young and DPW Commissioner Horton’s alleged criminal activity.At press time, the status of the audit could not be determined.

When it comes to politics in Mount Vernon only the most corrupt individuals are embraced and endorsed by the so-called machine, The Mount Vernon Democratic City Committee. This year’s election will be no different. The Mount Vernon Democratic City Committee has no platform. The high taxes in Mount Vernon can be directly attributed the Mount Vernon Democratic City Committee, for they are the ones that support such rogue candidates.

Mayor Young and the leaders of the Mount Vernon Democratic City Committee continue to preach a message of unity and togetherness. How can there be unity when you have asswipes such as Ronald Detres and Kenneth Plummer leading the pack? Ronald Detres divides the community with his conquer and divide Hitler mentality and Kenneth Plummer is a political whore who gets in bed with whomever has the power at the time.
This year’s political climate is filled with many twists and turns. The backstabbing and deal making has begun. While all bets are on Mayor Young to lose his re-election, some of his closest allies are breaking away from his corrupt regime and are starting to form their own alliances.
Councilman Steve Horton is up for re-election this year. Councilman Horton is under federal investigation for violating the Hatch Act of 1939. In fact, Councilman Horton has repeated violated federal law. The federal investigation is ongoing with regards to Councilman Horton’s Hatch Act violation.
Councilman Horton may also face criminal charges for mismanagement of funds of the New Rochelle Municipal Housing Authority where he serves as its Executive Director. $1M cannot be accounted for that was doled out in no-bid contracts, quite possibly to political cronies.
So what is Councilman Horton to do? Sources have confirmed with Mount Vernon Exposed™® that Councilman Horton is going to retire in just a few months. Councilman Horton is backing Councilman Yuhanna Edwards for Mayor. A deal has already been made that Councilman Horton will be the Chief of Staff if Councilman Yuhanna Edwards is elected Mayor of the City of Mount Vernon.
TERRENCE HORTON
The Horton family is no stranger to backstabbing and jumping off the ship when they see it sinking. The Horton’s stabbed Mayor Ernie Davis in the back when they saw difficulty with him winning re-election. Much of DPW Commissioner Terrence Horton’s success can be directly attributed to Mayor Davis. The Horton family has no honor and no loyalty.
Mayor Young only promised Terrence Horton the position of DPW Commissioner because he wanted to have an ally on the City Council. Now it is 2011, and the Horton family tradition of backstabbing is again alive and well.
On March 23, 2011, Mayor Young was out of town in Florida attending the annual Mount Vernon Day ceremonies. Being the snake that he is, Commissioner Horton didn’t waste any time showing his true colors. Commissioner Horton invited Councilman Yuhanna Edwards to the DPW Yard during morning roll call. DPW workers told Mount Vernon Exposed™® that Commissioner Horton was walking around introducing Councilman Edwards as the next Mayor of the City of Mount Vernon. “I am wholeheartedly supporting Councilman Edwards for Mayor and it is in your best interest to do the same” said Horton according to the source.
It will not be a simple task for Mayor Young to keep a handle on Commissioner Horton. Sources have told Mount Vernon Exposed that Mayor Young and Commissioner Horton are allegedly intimately involved with one another. A lover’s quarrel could erupt at any given moment. Disaster is eminent.
Mayor Young’s troubles don’t end there. Sources have told Mount Vernon Exposed that Mayor Young is being shot down left and right by community leaders whom he has asked for support. So Mayor Young is left to resort to unscrupulous individuals for support.
Sources have told Mount Vernon Exposed™® that Mayor Young has hired Carol Morris, CEO and founder of the Mount Vernon Health Center as his campaign manager. Ms. Morris was recently campaign manager for Assemblyman J. Gary Pretlow during his re-election bid last year.

Mount Vernon Exposed™® has recently learned that Carol Morris is under federal investigation for violating the Hatch Act 0f 1939. Sources have told Mount Vernon Exposed™® that a complaint was filed against Carol Morris and others that are affiliated with Carol Morris for violating the Hatch Act of 1939.
Certain private non-profits are covered under the federal Hatch Act statute, specifically non-profits that are head start programs, those that receive community service block grants, federal grants, and other federal funding. The Mount Vernon Neighborhood Health Center and its subsidiaries receive substantial federal funding.
Covered Hatch Act employees may not use official authority or influence to interfere with an election. Carol Morris appeared on a mailer for Assemblyman J. Gary Pretlow under her official title as the CEO of the Mount Vernon Neighborhood Health Center, urging Mount Vernon voters to re-elect Assemblyman Pretlow to another term. Kenneth Plummer, of Kensworth Consulting was paid thousands of dollars by Assemblyman Pretlow to design, print, and mail the flyer that appeared the day before the Democratic primary.
Ms. Morris’ troubles do not end there. She also stands accused of soliciting the uncompensated volunteer services of her subordinates at the Mount Vernon Neighborhood Health Center. She is also accused of the same hanky panky at her satellite site in Yonkers and Greenburgh. Such actions committed by Carol Morris are in direct violation of federal law. Her illegal actions could result in federal funding being yanked away from the struggling heath center. Ms. Morris’ irresponsible behavior could lead to taxpayers bailing out the health center if they lose federal funding.
According to sources, Ms. Morris has getting away with these illegal acts for years. She has reportedly threatened her subordinates with demotions and job terminations if they didn’t work on political campaigns. Victory for the candidates supported by Carol Morris means more money for her health center which ultimately means more money in her pocket. This year will be no different.

On March 2, 2011, Mount Vernon DPW Supervisor Rudy Persaud was arrested and charged with one count of 1st degree perjury, a felony. Persaud’s arrest is just the tip of the iceberg of the ongoing corruption in the administration of Mayor Clinton I. Young. Immediately following Persaud’s arrest, Mayor Young issued a statement: The statement was as follows:

“The allegation against Mr. Persaud is serious and unfortunate. The allegation stems from incidents that took place in 2007 before my administration took office. Once the matter came to our attention in 2010, we acted quickly and responsibly. My administration is taking this matter very seriously. The City has taken action internally, and will do our best to protect the rights of all involved during this process.
I commend our Corporation Counsel and the Inspector General for their continued hard work on behalf of the citizens of the great City of Mount Vernon. My administration is focused on ensuring accountability of all City employees and will continue our investigations and joint efforts with the District Attorney’s Office.”
One can always predict the actions of Mayor Young. When Mayor Young is not hiding from the public, his political strategy for the last three years is to blame the corrupt acts of his administration on the prior administration. Mayor Young also failed to tell the public that Rudy Persaud was a high ranking member of his transition team immediately following the election in 2007.
INSPECTOR GENERAL HARRY STOKES
In his press release Mayor Young commended the Inspector General and the Corporation counsel for their hard work during the Persaud Investigation. Mayor Yong’s remarks contradict the press release sent out by the Westchester County District Attorney’s office. The press release sent out by the district attorney’s office said that an investigation was initiated after a complaint was filed by the Corporation Counsel’s office. However Mayor Young did validate an allegation that has surfaced many times during his tenure as Mayor; THE INSPECTOR GENERAL IS USELESS AND DOES NOT WORK FOR THE TAXPAYER.
The hiring of Inspector General Harry Stokes was purely political. How can taxpayers expect Inspector General Stokes to weed out corruption when he is violating the City Charter every day that he shows up to work? Mount Vernon City law mandates that Stokes live south of Interstate 287. Stokes lives in Granite Springs, New York, well above Interstate 287.
Stokes investigating the Department of Public Works is a conflict of interest. Mayor Young and Inspector General Harry Stokes failed to inform the public that Stokes represented DPW Commissioner Terrence Horton in a lawsuit filed in 2006. The case was not fully disposed of until late 2008, well after Stokes assumed his position as Inspector General. It is a joke to think that Inspector General Harry Stokes would investigate a person that was once his client.
GANGA"RUDY"PERSAUD
The arrest of Rudy Persaud sends a very loud and clear message to the public. “It is ok to steal from the taxpayers of Mount Vernon, just don’t get caught and if you get caught, when asked about it, just don’t lie.” If Mr. Persaud would have told the truth during his deposition with city officials, nothing would have happened to Mr. Persaud. He would have never been suspended with pay and he wouldn’t be facing criminal charges. Mr. Persaud dubbed by many of his co-workers as “Mr. Untouchable”, did not receive any disciplinary action for his prior corrupt acts of using taxpayer resources to beautify his own personal residence. In fact, Persaud was planning on cheating taxpayers from building department fees in connection with obtaining the necessary permits and approvals. Mr. Persaud retained an architect and filed for a building permit only after his corrupt acts were broadcast to the world.
Mayor Young failed to address the issue of Mr. Persaud using taxpayer resources for his own personal gain. Mayor Young told the media then that the matter is under investigation. The Inspector General has failed to inform the public of the status of his investigation. The Inspector General did not even release his yearly report indicating what he has worked on in 2010.
Mayor Young and his administration were trying to make a deal with Rudy even after it was discovered that Rudy lied under oath. The corporation counsel did not send a complaint to the district attorney’s office until well after it was broadcast on News12 and The Journal News. The Journal News and News12 coverage of the Persaud scandal was on January 8, 2011. Persaud was arrested on March 2, 2011. Anyone with any once of common sense can clearly see that it does not take almost three months to investigate a matter that is an open and shut case.
City officials worried that an arrest of Persaud would hurt the re-election campaign of Mayor Young, began to strike a deal with Mr. Persaud. Mr. Persaud was told that if he retired and signed a release agreeing to not speak about the offer and his corrupt acts, city officials would not pursue criminal charges against him and he would still be able to keep his pension. Mr. Persaud refused the bribery and intimidation tactics of Mayor Young’s administration. Mr. Persaud instead allegedly told Mayor Young, DPW Commissioner Horton and others, “If I go down, I am taking you all with me.” During his suspension, Persaud did not lose a single day of pay. Not bad for a corrupt City Official.
TERRENCE HORTON
It has long been suspected that Persaud has a lot of dirt on DPW Commissioner Terrence Horton and Mayor Young. Chances are Persaud will turn states evidence and will be a government witness and will be the one to dismantle the corrupt regime of Mayor Young. Persaud may also need to enter the witness protection program. Mayor Young has already shown the public that he associates with violent thugs that have been tape recorded making death threats against those that expose corruption. Just imagine what they will try to do to Mr. Persaud.
Mount Vernon Exposed spoke with the homeowner that sued the City of Mount Vernon after she tripped and injured herself on the sidewalk in front of 245 Summit Avenue. The homeowner (hereinafter referred to as “Victim”) called Persaud “bad news and no good.”
Here is how the events unfolded that led to the arrest of Rudy Persaud-
The victim tripped and fell on the sidewalk in front on 245 Summit Avenue. As a result of her fall the victim suffered severe injuries. The owner of 245 Summit Avenue, Alice Seibert, then notified the City of Mount Vernon about the sidewalk. Persaud then went out to inspect the sidewalk to see if the City of Mount Vernon was responsible for repairing the sidewalk. Typically, the City of Mount Vernon repairs sidewalks if the damage is caused by tree roots.
In this instance, Persaud told Ms. Seibert that the damage was “environmental” meaning not caused by tree roots even though there was visible tree root damage according to the victim. Ms. Seibert is an elderly lady and it is quite possible that Mr. Persaud took advantage of her. It is unknown how long Mr. Persaud has been running this scam on Mount Vernon taxpayers. The victim who lives a few doors away from Ms. Seibert, states that after she fell, the City of Mount Vernon repaired her sidewalk and her neighbors to the right and left of her, but not Ms. Seibert’s sidewalk.
According to the victim, the deposition with city officials was in September 2010, not November 2010 as stated by Mayor Young and in the press release issued by the Westchester County District attorney’s office.
The lawsuit was filed by the victim in 2008 against the Alice Seibert and the City of Mount Vernon. The victim states that City officials called her in for a deposition in 2008 and never heard anything from the City of Mount Vernon until 2010.
The victim states that she had an interaction with Persaud after she fell in front of 245 Summit Avenue. The victim states she was showing Persaud what happened to her and Persaud’s response was “FUCK YOU”. The victim then said to Persaud “Look at my arm”. The victim’s arm was in a cast for six weeks. Persaud then responded “AND FUCK YOUR ARM”.
At the deposition, Ms. Seibert also revealed that she too fell on the sidewalk in front of her house and has filed numerous complaints with the City of Mount Vernon. It was also discovered that Persaud was hired to fix the sidewalk prior the victim falling. Persaud did not start on the agreed date which was a Saturday because Mayor Davis was having a block party just down the street at Friendship Worship Center. Persaud did not want Mayor Davis to see him using city resources.
Mount Vernon taxpayers should be fed up with the corruption of Mayor Young and his administration. Voters will have a chance to display their anger on September 14, 2011 when Mayor Young is voted out of office once and for all.

Mount Vernon taxpayers have become outraged at the latest scandal to plague the administration of Mayor Clinton I. Young Jr.On Tuesday, April 13th, 2010, community activist and Democratic district leader Samuel L. Rivers held a press conference in front of City Hall.Rivers publicly called for an investigation into DPW Commissioner Terrence Horton and DPW Supervisor Rudy Persaud.
Rudy Persaud has a history of treating equipment paid by City of Mount Vernon taxpayers as his own.In 1996, Rudy Persaud was suspended without pay for lending out a City owned power saw to a co-worker.Sources have also told Mount Vernon Exposed®™ that every year Rudy Persaud steals flowers paid for by Mount Vernon taxpayers for his personal use.The source said all you have to do is drive by Rudy’s house and compare the flowers planted in his yard to the flowers planted around the City of Mount Vernon.
Last week, Rivers received in the mail, photographs that show Rudy Persaud using City equipment and City workers to do work at his private residence located at 312 E. Lincoln Avenue.On Wednesday, April 14th, 2010 Rivers presented the photographs to the Mount Vernon City Council and called for an investigation into Persaud’s illegal activities.
City Councilwoman Karen Watts stated publicly that theft of services in unacceptable to the taxpayers of Mount Vernon and asked that the matter be referred to law enforcement officials for investigation while City Council President J. Yuhanna Edwards took a different approach to the situation.
Samuel L. Rivers presented a wealth of information to the City Council body of Wednesday evening.Rivers asked, “Why are taxpayers paying for the storage of 8 brand new garbage trucks at the Department of Public works garage?”Sources have told Mount Vernon Exposed®™ that these garbage trucks have already been registered with the Department of Motor Vehicles and have already been added to the City of Mount Vernon’s insurance policy.Sources have also said that Commissioner Horton is waiting until Memorial Day to put these trucks on the road and that Horton is also waiting to have his name as well as the Mayor’s name put on these trucks.There has never been a DPW Commissioner in the history of Mount Vernon that has had his name out on sanitation trucks.
When it was time for the Councilmember’s to respond to the public’s comments, City Council President J. Yuhanna Edwards went off the deep end when responding to Rivers’ comments.Instead of thanking Rivers’ for bringing information about corruption in the Department of Public Works to the City Council, Council President Edwards told Rivers’ on the record, that he is no longer going to be allowed to put “Political Prostitution” as the topic of discussion at City Council meetings.Edwards stated his reason for doing so, was because he wasn’t a political prostitute. It was quite evident that Edwards was sipping Kool-Aid from the same cup as Mayor Young, just from opposite ends of the cup.
During the break after public commentary, Rivers’ approached Edwards and told him that he was infringing upon his constitutional rights to free speech by not allowing him to speak on topics of his choosing.Rivers’ also told Edwards that if he restricted him from speaking about what he wanted to speak about, that he would be sued in his individual capacity.Edwards responded, “Stick to Real Estate, you’ll make more money.”Rivers then called over City Clerk George Brown and informed him that if he attempts to censor any of Rivers’ topics of discussion that he too will be sued for infringing upon Rivers’ constitutional rights.Brown then responded that he will seek an opinion from the Corporation Counsel’s office.After a few minutes or so, Brown told Rivers “problem solved”, whatever that meant.

Yuhanna Edwards.During the City Council’s radio show on WVOX, a DPW worker called into the show complaining about DPW Commissioner Terrence Horton and the horrendous working conditions that they endure on a daily basis.
Mount Vernon Exposed®™ was informed that City Council President Edwards quickly interrupted the DPW worker and told him to put his grievance in writing.The following morning, Edwards went down to the DPW yard and spoke to the men during morning roll call.Many, if not all of the DPW workers took offense to Edwards remarks.
The DPW department has already become a hostile environment since Terrence “Hitler” Horton takeover.Edwards’s speech and presence that morning only made matters worse and further divided the department.Mount Vernon Exposed®™ interviewed approximately 25 DPW workers of various ethnic backgrounds to get an idea of just how bad things are in the department and details of Yuhanna Edward’s speech.One African-American worker said “Yuhanna Edwards’ speech was uncalled for; I cannot believe that he came down here and defended Terrence Horton.”“Did Yuhanna forget that the previous Commissioner (James Finch) was black?” he added.
Mount Vernon Exposed was told that Yuhanna Edwards told DPW workers of his past business relationship with Joan Horton, the mother of DPW Commissioner Terrence Horton.Edwards told them that he took Joan Horton to court and successfully sued her for a dispute arising from their business partnership.Joan Horton and Edwards ran a paint store together at 12 E. 3rd Street in Mount Vernon at the site DPW Commissioner Terrence Horton uses as the corporate headquarters for Q.F.I. Inc. Commissioner Horton is nearly 3 years behind on property taxes, owing in excess of $30K.Foreclose proceeding will begin next month unless Horton pays the past due balance to the City of Mount Vernon.

Rivers was surprised that Edwards would ask such a question, as only “political prostitutes” and crooked politicians ask if they are being taped.It was now quite clear that Yuhanna Edwards is making a deal for a higher office or some other political favor.
Rivers told Edwards about the frustration that many of the DPW workers had expressed in the past few days and also asked him about his comments that were perceived to be racist in nature.Edwards responded that some of the guys down there are racist and they don’t like taking orders from Terrence Horton.Edwards further stated that if what he said was repeated about the DPW workers being racist, he would deny it.

Yuhanna Edwards appears to be out of touch with reality or chooses to simply ignore the wrongdoings and criminal activity taking place in the Department of Public Works.It has become increasingly clear that his prior business relationship with Joan Horton is clouding his judgment when it comes to making decisions affecting the Department of Public Works.It is recommended that City Council President Edwards abstain from voting and recuse himself from any investigation involving the Department of Public Works.Many taxpayers have expressed concerns that Yuhanna Edwards’s previous business relationship with Joan Horton is a conflict of interest.
City Council President Yuhanna Edwards must take a position and must not flip flop on issues of public concern.Either you are against corruption or you are for it.There is no in between.It has also been stated that City Council President Yuhanna Edwards is considering a run for Mayor in 2011 if Comptroller Maureen Walker declares her candidacy.Edwards’s reason for doing so is because his pal Steve Horton has apparently become ineligible due his blatant violation of federal law, specifically the Hatch Act of 1939.
