The election this year is also shaping up to be a showdown that will go down in the history books.

On Saturday March 8, 2014, C.E.P.A.A. or The Coalition for the Empowerment of People of African Ancestry was resurrected in the City of Mount Vernon.  This time C.E.P.A.A. is going under a different name. The Mount Vernon Board Campaign Action Committee, Inc. was organized and was filed by sitting School Board Trustee Elias Gootzeit. 

The poorly attended meeting that was supposed to engage stakeholders in the Mount Vernon community, failed to attract everyday Joe public taxpayers, but seemed to attract Rev. Richardson and Mizell of Grace Baptist Church, Bishop Collie Edwars, School Board Trustee’s Elias Gootzeit, Frances Wynn, and Henry May,  an operative of Rev. Richardson.

Sources have told Mount Vernon Exposed that after it was made public that Mount Vernon Exposed was investigating the Mount Vernon Board Action Committee, Inc.  for prohibited activities, Trustee Elias Gootzeit resigned from his position as President and turned over the ranks to former School Board Trustee Delia Farquharson. 

Delia Farquharson is a political hack that has her eyes set on the next citywide election for City Council.  She cannot be trusted.  She is conveniently trying to position herself as an agent of change, when she has been nothing but an agent of destruction while she was serving on the school board. 

An investigation into the Mount Vernon Board Campaign Action Committee, Inc. has revealed that this sham organization is nothing but an extension of the Mount Vernon Democratic City Committee and Grace Baptist Church.  There is also evidence that suggests that the Mount Vernon Board Campaign Action Committee is engaged in extortion, and racketeering activities and as such, these activities have been reported to the proper authorities.   

The officers of the Mount Vernon Board Campaign Action Committee are as follows:

Delia Farquharson- President- Past school Board Trustee who conspired with former Board President Charles Stern to divert funds from an already struggling School District to the Armani Charter School.  Farquharson once supported and voted for a 24% tax increase that was ultimately rejected by voters.  Farquharson is in the back pocket of Mount Vernon Dem bosses and is at their beck in call.  Farquharson is trying to earn a nomination to run in 2015 as a City Councilmember on a ticket with Mayor Ernie Davis.

Ronnie Cox- Vice President- Ms. Cox gained notoriety when the sports program was cancelled in the City of Mount Vernon and children were forced to put their lives at risk by standing in the middle of Mount Vernon’s busiest streets to beg for money.  Ms. Cox is also the controversial Chairwoman of the City’s Board of Ethic’s Committee.  Cox has come under fire for botching investigations, especially those that involve her friends.  Cox has not investigated one act of corruption in the City of Mount Vernon. 

Lisa Copeland- Secretary- Lisa Copeland is desperate to get to elective office.  Just last year, Copeland flew into an angry rage when she did not get nominated for Westchester County clerk to run against Tim Idoni.  Copeland then wanted Dem bosses to support her to run against Maureen Walker for Comptroller.  This is also the same Lisa Copeland that lost thousands of documents, including financial disclosures of City officials when Federal agents were investigating corruption at City hall.  Copeland is a member of Grace Baptist Church. 

Clarence Youngs-Treasurer member of Grace Baptist and the alleged “bagman” for the Mount Vernon Board Campaign Action Committee.  Youngs is reported to receive his marching orders directly from Rev. Mizell and Rev. Richardson.  According to Mr. Youngs Linkdin page, he is an administrator with the New York City Department of Education.  Is it a conflict of interest for Mr. Young to serve as an officer for the Mount Vernon Board Campaign Action Committee? Clarence Youngs is a member of Grace Baptist Church. 

E. Adell Dowdy- E. Adell Dowdy is the wife of Edward Dowdy who is best friends with Devereaux Cannick.  Cannick was the former counsel to the Mount Vernon City School District.  Dowdy is a political insider in the City of Mount Vernon.  Cannick was forced to repay $75,000 to the New York State Retirement fund after he illegally listed himself and a colleague as employees of the Mount Vernon City School District when they were in fact independent contractors.  Sources say E. Adell Dowdy is a member of Grace Baptist Church.

Henry May- Henry May is a self-proclaimed leader on educational policy when in fact he is the biggest political hack that Mount Vernon City School District has seen in over a decade.  Henry May was hand picked and appointed to the Superintendent search committee at the urging of Rev. W. Franklyn Richardson and various City officials.  Mr. May’s sole function is to ensure that the gravy train doesn’t end for the status quo.  Henry May is a member of Grace Baptist Church. 

Cathlin Boncardo aka Cathlin Gleason- Ms. Gleason provides another direct link between the Mount Vernon Board Campaign Action Committee and the Mount Vernon Democratic City Committee.  Ms. Gleason is also the 2^nd Vice Chairperson of the Mount Vernon Democratic City Committee.  Why is the Mount Vernon Democratic City Committee involved in  school elections when federal law dictates that school elections are supposed to be non-partisan? 

School Board Trustees must demand that the donors to the Mount Vernon Board Campaign Action Committee be made public.  Who is financing this operation?  Did anyone seeking employment with the Mount Vernon City School District, specifically candidates for Superintendent, make a donation to the Mount Vernon Board Campaign Action Committee?  We must be careful as to who is trying to buy influence and win favor with school board members.  Taxpayers cannot intelligently make an informed decision if they do not know who is working and meddling behind the scenes to further their political agendas.

Two weeks ago, a racist email was sent out to the community accusing some members of the board, as well as other individuals of trying to bring back the Italian Civic Association (ICA). The ICA has not been in existence for 20 years. Every year, this race card is used by Ministers and Political leaders to scare the black community into voting for their candidates.

A reliable source which is a member of the Clergy informed Mount Vernon Exposed that Lenny Sarver started the ICA rumor because he was afraid that The Board was going to vote him out as President a position his fellow Board Members never properly voted him in.

The racist email listed current Board Members Michelle Walker and Rosemarie Jarosz as ICA Members. Lenny Sarver is the only Board Member who was a School Board Trustee in the 90’s during the ICA regime. However, Sarver’s name was conveniently left off the racist email as an ICA member. Coincidence?  Lenny Sarver, who is now teaming up with The United Black Clergy and Mayor Ernie Davis, is now secretly playing the race card as a way to stay in power. He should be investigated just like the people in Mahopac and he should be removed from office. Lenny Sarver should also apologize to Board Members Rosemarie Jarosz and Michelle Walker for using their names in this racist fashion.

Ethics violations keep piling up against School Board Trustee Elias Gootzeit and as a result, Gootzeit could face suspension and even disbarment for his ethic’s violation.  Gootzeit’s latest ethics violation revealed by Mount Vernon Exposed involved Gootzeit setting up and being an officer in a non-profit company, The Mount Vernon Board Campaign Action Committee, Inc., all while he was an elected sitting school board trustee.

This isn’t the first time that ethically challenged Elias Gootzeit has come under fire for questionable behavior.  Gootzeit was listed as a reference on Donna Jackson’s resume.  Donna Jackson is the Executive Assistant to embattled Interim Superintendent Judith Johnson.  Gootzeit then turned around and voted in favor of hiring Donna Jackson to the $75K per year position while Jackson’s predecessor just barely made a little over $50K per year.

All of these corrupt acts were done while school board attorney Gus Mountanos was supposed to protecting the interest of taxpayers and preventing liabilities of the Mount Vernon School District.  Mountanos is a partner at the law firm of Ingerman Smith, LLC.  Gus Mountanos is the biggest liability of the Mount Vernon School District because he constantly gives bad and incorrect legal advice detrimental to Mount Vernon taxpayers and the Mount Vernon City School District.  Is Gus Mountanos on the take?  Is Gus Mountanos intentionally working against school board members that are against Interim Superintendent Judith Johnson’s failed education and high tax policies?

The ever so widening probe into Trustee Gootzeit’s corrupt and underhanded activities are of very serious concern, and should not be taken lightly at all.  Gootzeit is an admitted, practicing attorney and therefore cannot claim ignorance of the law as a defense. 

For the past several years, Trustee Gootzeit was charged with the responsibility of establishing and manning the Superintendent search committee.  Gootzeit was responsible for appointing members of the search committee, including Henry May, the father of Donna Jackson.  Henry May is a member of Grace Baptist Church.  Mount Vernon Exposed revealed that the purpose of the non-profit set up by Gootzeit was to funnel funds from Rev. Richardson and other questionable characters to the non-profit.  Rev. Richardson is the pastor of Grace Baptist Church where Henry is a parishioner. 

Elias Goodzeit and Delia Farquharson were incumbent candidates in the 2012 school board election. Their team was run by the Mountt Vernon Democratic Committee, and endorsed by the United Black Clergy.  Goodzeit and Farquharson traveled to Grace Baptist Church, Greater Centennial, and Macedonia Churches, and were illegally endorsed by the Pastors of those churches. The election was stolen, and the Goodzeit, Farquharson team won. Legitimate voter fraud questions were raised, and a request was filed to impound the voting machines. The request was put in front of the board members for a vote. Delia Farquharson and Elias Goodzeit, voted against allowing the voting machines to be impounded, and the request was denied.  This is un-American, and a few questions need to be answered. Why did they vote to prevent the voting machines to be looked at?  What were they hiding? Were they in on the fix? Since they are teaming up with the same people this year, are they planning more voter fraud for this coming election?

Due to the blatant conflicts of interests and ethics violations, Trustee Gootzeit must immediately resign from the Superintendent search committee and must also cease and desist from offering any input whatsoever regarding the Superintendent.  School Board Trustees must demand an investigation into Gootzeit’s activities and report the findings of said investigation to the public.  School Board members must also refer the matter to authorities for prosecution, if a criminal element is present.  Gootzeit should also abstain from voting for the new Superintendent because it is obvious that he was instrumental in rigging the process and keeping the public in the dark over which candidates applied for the Superintendent position.

Mount Vernon Exposed has just learned that School Board Trustee Elias Gootzeit and former School Board Trustee Delia Farquharson are under Federal investigation by the I.R.S. following a complaint that was filed involving a phony non profit that was filed by Trustee Gootzeit for the sole purpose of funneling funds from Rev. Richardson and C.E.P.A.A. to school board candidates endorsed by Rev. Richardson, C.E.P.A.A. and the Mount Vernon Democratic City Committee. 

In May 2013, the Journal News covered a story that alleged voter fraud was present during the 2012 School Board election.  Dead people voted and there were several instances where addresses were phantom or non-existent.  A city worker even went so far as to claim the dilapidated Memorial Field as his home address.

Rev. W. Franklyn Richardson of Grace Baptist Church and the Mount Vernon Democratic City Committee orchestrated the massive voter fraud during the School Board Election.  Serepher Conn-Halevi, the 1^st Vice Chairwoman of the Mount Vernon Democratic City Committee, also served as the campaign manager for the group that stole the election.  Those candidates were Frances Wynn, Elias Gootzeit, and Delia Farquharson. 

Rev. Richardson and several other notable black pastors in Mount Vernon that have since moved up in the church political ranks have repeatedly injected themselves into Mount Vernon politics, a clear violation of their 501 (c) (3) tax exempt status. 

The I.R.S. tax code states:

The Restriction of Political Campaign Intervention by Section 501(c)(3) Tax-Exempt Organizations

Under the Internal Revenue Code, all section 501(c)(3) organizations are absolutely prohibited from directly or indirectly participating in, or intervening in, any political campaign on behalf of (or in opposition to) any candidate for elective public office. Contributions to political campaign funds or public statements of position (verbal or written) made on behalf of the organization in favor of or in opposition to any candidate for public office clearly violate the prohibition against political campaign activity.  Violating this prohibition may result in denial or revocation of tax-exempt status and the imposition of certain excise taxes. 

Certain activities or expenditures may not be prohibited depending on the facts and circumstances.  For example, certain voter education activities (including presenting public forums and publishing voter education guides) conducted in a non-partisan manner do not constitute prohibited political campaign activity. In addition, other activities intended to encourage people to participate in the electoral process, such as voter registration and get-out-the-vote drives, would not be prohibited political campaign activity if conducted in a non-partisan manner.

On the other hand, voter education or registration activities with evidence of bias that (a) would favor one candidate over another; (b) oppose a candidate in some manner; or (c) have the effect of favoring a candidate or group of candidates, will constitute prohibited participation or intervention.

Taxpayers in the City of Mount Vernon have become increasing aware of Rev. Richardson and other prominent black pastors in Mount Vernon selling endorsements that affords them the opportunity to hand pick candidates that will carry out their agenda.  Rev. Richardson and C.E.P.A.A. candidates have an unfair advantage over other candiadtes that run for school board.

Getting an endorsement from Rev. Richardson and C.E.P.A.A. does come with some perks.  You will be given first class treatment and ushered in front

Feeling the heat and afraid of I.R.S. scrutiny, Rev. Richardson and others came up with another plan to funnel funds to their candidates running for school board election.  The Mount Vernon Democratic City Committee was heavily involved in the school board election campaign of 2012 when widespread fraud was reported.  It is unclear why school board candidates Elias Gootzeit, Delia Farquharson, and Frances Wynn chose to partner with the Mount Vernon Democratic City Committee when school board elections are supposed to be non-partisan.

Mount Vernon Exposed has learned that several conflicts of interest currently exist in the world of School Board Trustee Elias Gootzeit.  On April 29, 2013 just two weeks before last years budget vote and school board election, Trustee Gootzeit formed a non-profit group called The Mount Vernon Board Campaign Action Committee.  The sole purpose of this so called non-profit is to funnel money from Rev. Richardson and C.E.P.A.A. to their candidates without giving the appearance that Rev. Richardson and C.E.P.A.A. were directly involved in the election process. 

According to documents listed with the New York Secretary of State, Elias Gootzeit was the filer on the non profit and listed his home address of 351 Bedford Avenue, Mount Vernon, NY 10553 as the official New York Department of State address of process or the address where legal papers against the non-profit shall be served. 

Trustee Gootzeit high-handed behavior doesn’t end there.  Gootzeit was a sitting school board Trustee at the time he created the non-profit.  It is even more disturbing that Gootzeit is a practicing attorney who should know the law.  Gootzeit, Pastor Rev. Richardson and C.E.P.A.A. will stop at nothing until the City of Mount Vernon and the Mount Vernon City School District are bankrupt. 

Voters have no idea who is behind Gootzeit nefarious organization.  Gootzeit, Farquharson, Rev. Richardson, and C.E.P.A.A. intend to fool the masses by presenting their hand-picked candidates as agents of change while also attempting to fool voters by instilling fear that a hostile takeover is in the works from the I.C.A. or Italian Civic Association, an organization that has been defunct in Mount Vernon for the past 20 years.

To further this plot, former Trustee Delia Farquharson was named the president of The Mount Vernon Board Campaign Action Committee.  Farquharson was promised the blessing and endorsement of the Mount Vernon Democratic City Committee for a City Council seat next year.  Farquharson will be running on a ticket with Mayor Ernie Davis and another candidate yet to be determined by party bosses. 

Farquharson has put together two events for her slate of candidates and did not invite other candidates that have announced their intentions to run in this year’s election, another clear and blatant violation of the I.R.S. tax code concerning non-profit organizations. 

Mt Vernon Superintendent Judith Johnson and Mayor Ernie Davis seemed particularly outraged over the racist actions from residents of Mahopac and are demanding state intervention in the matter. Mount Vernon Exposed welcomes an investigation.

If the state is concerned about the Mount Vernon black community being hurt, they need to take over the City of Mt Vernon, as well as the Mount Vernon School District. They need to uncover all of the stolen money, and jail the people responsible for looting our city. The state needs to educate our children, and give tax relief to Grandmother’s who are being thrown out of their homes due to foreclosure. Judith Johnson and our City Officials have done more damage to the black community than anyone in Mahopac could ever do.  It is time for Judith Johnson and Mayor Ernie Davis to stop playing the race card. 

Before our city collapses, the people in Mt Vernon need to demand a state investigation into our City and school systems. The practice of scaring the black community that The ICA is trying to return to power, not only a lie, it is also racist. The state needs to investigate the racist actions of Mount Vernon Officials and Ministers, who are so hell bent on controlling the school system, they constantly play the race card.
