MOUNT VERNON INSPECTOR GENERAL HARRY STOKES NEEDS TO IMMEDIATELY RESIGN HIS POSITION

What should come at no surprise to Mount Vernon taxpayers is the incompetence of the Clinton Young administration.  It appears that we have a rubber stamp City Council who is afraid to go against the grain because of fear that the Democratic Regime power brokers will not aid them in the advancement of pillaging our city.  One can also draw the conclusion that our current City Council members do not do enough reading.  If they did they would realize that Inspector General Harry Stokes does not meet the minimum residency requirements to maintain his high paying taxpayer funded position. Harry Stokes presently resides in Granite Springs, NY.  How much money is he really costing the taxpayers with fuel and his City issued car?

ARTICLE III


§ 50-38


Applicability of state law. 

In accordance with § 15 of the Charter of the City of Mount Vernon, no person shall be appointed as an officer of the City of Mount Vernon unless he complies with the residence requirements contained in the Public Officers Law of the State of New York pertaining to the appointment of local public officers. Every local office of the City of Mount Vernon shall become vacant if the person holding such office shall cease to be an inhabitant of the City of Mount Vernon.

§ 50-39

Residency within certain part of county required. 

No person shall be appointed as an employee of the City of Mount Vernon or continue to hold such employment unless he shall reside within that part of the County of Westchester lying between the southerly boundaries of the county and the northerly boundary lines of the Village of Tarrytown, Town of Greenburgh, City of White Plains and the Town of Harrison. Any person who after employment by the City of Mount Vernon ceases to be an inhabitant of that part of the County of Westchester hereinabove described shall forfeit his employment

§ 50-40

Applicability of provisions to Department of Public Safety. 

A. 
The provisions of this Article pertaining to residency of an employee prior to his or her appointment or employment shall not apply in the case of an applicant to the Department of Public Safety who may reside in:
(1) 
The County of Westchester.
(2) 
A county within the State of New York contiguous to the County of Westchester.
(3) 
A county within the State of New York contiguous to the City of Mount Vernon.
(4) 
A county within the State of New York contiguous to a county described in Subsection A(3) hereof where the former is less than 15 miles from the City of Mount Vernon measured from their respective nearest boundary lines.
(5) 
A county within the State of New York contiguous to a county described in Subsection A(4) hereof where the former is less than 30 miles from the City of Mount Vernon measured from their respective nearest boundary lines.
B. 
The provisions of this Article pertaining to residency of an employee subsequent to his or her appointment or employment shall not apply in the case of a person appointed as a member of the Department of Public Safety prior to July l, 1961, who on such date resided in:
(1) 
The County of Westchester.
(2) 
A county within the State of New York contiguous to the County of Westchester.
(3) 
A county within the State of New York contiguous to the City of Mount Vernon.
(4) 
A county within the State of New York contiguous to a county described in Subsection B(3) hereof where the former is less than 15 miles from the City of Mount Vernon measured from their respective nearest boundary lines.
(5) 
A county within the State of New York contiguous to a county described in Subsection B(4) hereof where the former is less than 30 miles from the City of Mount Vernon measured from their respective nearest boundary lines.
C. 
The provisions of this Article pertaining to residency of an employee subsequent to his or her appointment or employment shall not apply to members of the Department of Public Safety with the rank of patrolman appointed to the Department of Public Safety subsequent to the effective date of this Article, who are hereby required to reside in the City of Mount Vernon within six months of said appointment or employment.

When effective. 

This Article shall take effect immediately.
